Admin 'forgets' file-tracking proposal; people suffer | | | Early Times Report
Jammu, Aug 3: The authorities have not moved an inch to realise the dream of making File Tracking System (FTS) a reality in the state. By virtue of the FTS, a common man will not need to move from pillar to post and grease the palms of the officials to get his/her work done. The people could easily access the status of their application, hence relieving them of the immense hardships they have had to witness in government offices. However, so far there hasn't been any forward movement witnessed in this regard and the proposal seems to have been kept in limbo by the officials who do not want to accord any relief to common masses. Pertinent to mention here that on June 6 last year, the then coalition government announced that it would introduce electronic file and letter tracking system to bring efficiency in the system. However, more than a year has passed and the system is yet to be put in place in government offices. At that time even there were several issues raised by the helmsmen to put hurdles in the system as it had given rise to the notion that the government in actual was trying to equip common people with more power and shun the practise of bureaucratic hurdles in the system. The government had then observed that the applications continue to gather dust and the pleas of common people are moving from pillar to post, knowing little about the status of their respective grievances. At present, insiders divulge that the situation is no different at present and government's claim over introducing FTS has so far been farce and that the file tracking system would have ushered a new era of good governance in Jammu and Kashmir and that it would have given sleepless nights to the lethargic babus. "It was informed further that if the FTS would have been put in place, the bureaucrats had to explain the reason if they keep the file pending on their tables for more than two days. This is what would have meant power to the common masses," says an official. Pertinently, the government had stated that by introducing the FTS and Letter Monitoring System (LMS) it intended to increase the working efficiency of the departments. A recently held national survey revealed that in Transparency and Accountability, the state of Jammu and Kashmir was at rank 24 but remains at 22 in 2017 and 2018. In Essential Infrastructure, the state is moving downwards. From rank 16 in 2016, it has gone down to rank 20 in 2017 to further losing points and is at rank 23 in 2018. |
