50 mega NABARD projects for Jammu without tenders for 7 months | Delay in works leading to extra financial burden | | Early Times Report Jammu, Aug 3: Despite the fact that 50 projects of National Bank for Agriculture and Rural Development (NABARD) were sanctioned by State Government for Jammu region nearly seven months ago but the Public Works (Road and Building) Department Jammu has failed to tender these projects till date. The delay puts extra financial burden on Government exchequer in the shape of rate of interest charged by loan agency. Sources told Early Times that around 50 NABARD projects were sanctioned under Rural Infrastructure Development Fund (RIDF) PHASE XXII for Jammu specific region for carrying out various developments related projects. "Roads, buildings and other infrastructure have to be created under these projects in remote and far off areas but the PWD (R&B) has failed to tender the project despite the lapse of the seven months. The undue delay on the part of the department will put financial burden as the NABARD gives fund to State on loan and delay in utilizing fund and returning in well time is liable to imposition of rate of interest," they said further adding that the amount taken from NABARD is in crores and rate of interest goes in high. Although the mobilization advance which is 30 % of the total cost of the project has been released by the State Government so that work should start without any further delay yet the lethargy of concerned department, the projects have not been put to tender showing irresponsible, unaccountable attitude of the engineers which will result in stoppage of further funding by agency (NABARD) after due date and the ongoing projects will not see the competition and the expenditure incurred on the project till date will be factitious expenditure. |
