Cancellation of 224 backdoor appointments in RDD
Rajouri people demand inquiry all departments

Rajouri, Aug 12: People of Rajouri district have been demanding thorough/ detailed investigation of all the departments after the cancellation of 224 backdoor appointments by the Governor's administration.
These backdoor appointments of Gram Rozgar Sevaks (GRSs), computer operators and technical assistants were made in the in the department of Rural Development (RDD) under MGNREGA reportedly on the behest of politicians/Ministers/Legislatures and on monetarily consideration by the then ACD, Noor Alam and by the BDOs during the regime of PDP-BJP coalition government.
This was authenticated by the Superintending Engineer's ,REW (Jammu) vide his letter No.SE/REW/1/2017-18/1765-67 dt19/12/2017 referred to ACD Rajouri in which SE had sought details about back door appointments made by the then ACD Noor Alam.
On August 4, Bilal Ahmed r/o Phalni (budhal) in a letter to ACD, Rajouri( copies to Director RDD, DDC ADC, Kotranka) had demanded either to quash appointment of Aijaz Ahmed s/o Mohd Iqbal r/o Phalni as GRS (backdoor appointment) or also provide him job as in response to RTI District Panchyat Officer (DPO) has admitted violation of rules/guidelines in Aijaz's appointment and also has assured for re-advertisement of the posts.
Now the people of the district have been complaining about many such appointments in other departments on the behest of Ministers/Legislatures including issuing of licenses of Fair Price shops to illiterates by ignoring educated unemployed youth.
The cancellation orders of the backdoor appointments were issued on August 9 by the Governor's administration vide its order No.203-RD & PR of 2018 dt 9/8/18 after an preliminary detailed inquiry was conducted by the Director RDD, Jammu after the complaint and on the directions from Commissioner /Secretary , RDD.
During investigation it was established that no formal public notices for these posts and blue eyed were adjusted on political recommendations and monetarily considerations by the concerned BDOs and ACD.
After the cancellation of the backdoor appointments, Assistant Commissioner Development (ACD) A.H. Qazi vide his office letter No.SS/MGNREGA/ACDR/2018-19/3309-33 dt 11/8/2018 has directed all the BDOs to furnish within one day the 'action taken reports' (discontinuations of backdoor engagements) along with their seals and signatures.
Meanwhile, Ashfaq Magray, President Contractor Association has demanded white paper on the funds utilized during the regime of PDP-BJP coalition government.
"Coalition government had failed on every front in fulfilling the aspirations of the people of the state& the Governor's administration should also go for audit of CD funds of the Legislatures to find out how the tax payer's money was misappropriated" said Magray.
