Jammu, Aug 26: Jammu Kashmir Graduate Promotee Agriculture Officer's Association (JKGPAOA) welcomed Shri Satya Pal Malik new Governor of Jammu and Kashmir and warmly congratulated on appointment as Governor of J&K State and wishes him all success in mitigating problems of state.
To draw the attention of Governor towards discrepancies in cadre management of J&K Agriculture Production Department, the association president Arun Gupta, urged upon the new Constitutional Head of J&K to issue necessary directions to end the prevailing unconstitutional practice of temporary / Stop Gap etc. non-functional promotions of officials to the higher posts due to which most of the employees are retiring from the initial post held by them. He elaborated that the State Agriculture Production Department has set most unpleasant example of human resource mismanagement in the state as presently, apart from feeding cadre posts of non-gazetted Graduate Agriculture officials almost all posts upto Head of Department level are held by the officers temporarily since long. As a result the fundamental right of promotion has been denied to the officials for their entire service period.
Such situation has caused lot of harassment and distress among the deserving employees which in turn depleted the very enthusiasm and zeal to discharge their duties to full of their potential and ultimately put adverse effect on the growth and development of the state in general and farming community in particular.
