After Rajouri , DC Kishtwar submits vague response

Jammu, Sept 11: After an exaggerated response filed by Deputy Commissioner's office Rajouri , Deputy Commissioner Kishtwar has submitted a vague response before General Administration Department (GAD) which has further been submitted before the High Court with regards to conduct of RTI awareness workshops and seminars in the district for general public and designated Public Information Officers (PIOs) & First Appellate Authorities (FAAs).
Details available with Early Times reveal that DC Kishtwar Angrez Singh while providing a vague response to High Court's notice vide his letter No: DCK/PS/18/1255-56 Dated : 26.07.2018 has informed the GAD that PIOs of different departments were imparted training and sensitized regarding various provisions and importance of RTI Act.
As reported already the District Administration Rajouri in a written communication has told High Court through General Administration Department (GAD) that 617 camps on Right to Information Act (J&K RTI Act 2009) have been held in the district. The District administration through Additional Deputy Commissioner (ADC) failed to reveal the details of these 617 workshops / awareness programmes .
" Rajouri has mere 250 to 300 villages , how is it possible that 617 workshops / awareness camps on RTI will be conducted ? This is a misleading response by DC office Rajouri. On the other side DC Kishtwar also has provided misleading response by not at all revealing the details / exact number of workshops or seminars conducted by general public or Govt officers especially PIOs or FAAs. Both are lying and they should be taken to task. We will expose these officers during next date of hearing in High Court " said Dr Mushtaq Khan General Secretary Jammu & Kashmir RTI Movement.
Sources in DC offices Kishtwar / Rajouri have told Early Times that not even two dozen such awareness camps were conducted in these districts from the last 10 years since J&K RTI Act is enforced in Jammu & Kashmir.
As Government failed to adhere to a half a dozen circulars and notices of State Information Commission (SIC) on ensuring pro-active disclosure of information under section 4 (1) (b) of J&K RTI Act , the Jammu & Kashmir RTI Movement (RTIM) sought judicial intervention by way of a Public Interest Litigation (PIL) which was heard first time on April 3rd 2018 by Division Bench of J&K High Court at Srinagar. RTI Movement in its PIL has prayed before the High Court that massive RTI awareness campaign be launched in state as mandated under section 23 of State RTI Law and making of pro active disclosure of information vide section 4 of RTI Act. But inspite of 10 years since RTI law is enforced in state , Govt offices have failed to make this possible.
