Early Times Report
Jammu, Oct 11: A schoolteacher, known for his closeness with a senior PDP leader, has been still enjoying deputation in Tourism department, despite Governor's order on cancellation of deputation of officers outside their parent department/cadre.
Wishing anonymity, an official of Director School Education Kashmir told Early Times that in mid-2017 a teacher from Kashmir who is close to one of PDP stalwarts had applied for deputation in Tourism department, but the then parent department had rejected his application.
"After few days the teacher took up the matter with the PDP minister, who in turn called the head of the department directing them to do the needful as requested by the employee", sources said, adding that the official of the Education department didn't muster courage to reject the dictate and allowed the teacher to go on deputation.
Sources further said that the deputation of teacher from School Education department to the Tourism department against the post of Assistant Tourist Officer was sanctioned vide government order no. 1156-GAD of 2017, dated 12-09-2017 for a period of one year. As per order the official shall retain his lien, seniority and promotion prospects in his parent department, the School Education department.
This year, after PDP-BJP alliance ended, the Governor issued an order in which he directed all administrative secretaries to cancel the deputation of officers/officials outside their parent department/cadre vide order No. 12255-GAD of 2018, dated:09-08-2018.
However, the deputation period of the teacher in Tourism department as an officer expired a month ago, but still the teacher is working as Assistant Tourist officer of Achabal in Kashmir division.
It is pertinent to mention that the School Education department is facing acute shortage of teachers. But there are many teachers who are managing their stay at their convenience. Some of them have been enjoying deputation in other departments while some are enjoying attachment in the offices of central sponsored scheme located in cities.
