Under Guv Rule, Deptts ignore house committee recommendations | | | Early Times Report
SRINAGAR, Oct 28: Despite repeated directives by the government, most of the departments have failed to implement the House committees reports and submission of action taken reports (ATR) to Legislative Assembly and Council. Jammu and Kashmir Legislative Assembly Speaker, Nirmal Kumar Singh in May constituted various House Committees for the year 2018-19. The government framed the House committees comprising of Assembly members. These committees every year review the working and submit recommendations to the departments. However, most of the departments did not implement the reports. Although there is Governor rule in the state, but the recommendations as per sources can't be ignored. "These legislators still persist to be part of these committees but the departments ignore the recommendations under the Governor rule," an official said. "The MLAs also raised this issue with the Speaker Legislative Assembly several times that department are not implementing the recommendations of House committees," an official of the General Administrative Department. The official said that the GAD also issued a circular earlier this year directed the Administrative Secretaries of all the departments to strictly adhere to Rule 308-A of the Rules of Procedure and Conduct of Business in Jammu and Kashmir Legislative Assembly. "So far, the department did not respond positively to the directives and failed to implement the recommendations," the official said. As per Rule 308-A, the Government is bound to implement the recommendations contained in a report/interim report within six months from the date of presentation of such report/interim report in the House. So it is mandatory to all the Administrative Secretaries to implement the recommendations contained in the reports laid on the table of the House from time to time. "The General Administration Department in coordination with the Department of Law, Justice & Parliamentary Affairs shall ensure close coordination between various departments and Assembly Secretariat for making the functioning of the Committees effective, meaningful and result oriented," the circular had reads. The government departments have also failed to submit ARTs to the Legislative Assembly and the Council. An official at the Secretariat of Legislative Assembly said that several departments did not submit ARTs for the last many years. "The State Forest Corporation, Industries and Commerce, Forest, Social Welfare Department, Tourism Department has submitted ART only upto 2013 or 2014 only," the official said. "Several departments like Agriculture and Transport, PHE, Health and Medical Education too failed to submit ART for the last many years," he said. |
