| For How long we'll sit back and do nothing. For How Long we'll gather the courage required to challenge corruption, For How Long we'll look Favouritism and Nepotism in our System through a communal lens and For how long we'll lie in Deep Slumber while some corrupt officials Surrogates the Pillar of Integrity into Pillars of Dishonesty. Someone rightly said- "Power doesn't corrupt but the fear corrupts... Perhaps The Fear Of Loss of Power". The duty of the Youth is to challenge the corruption and the Youth of J&K has applauded the Hon'ble Governor Shri Satyapal Malik Ji for taking Strict cognizance of the deep-rooted corruption and favouritism in our recruiting agencies. The recent revelation made by Honb'le Governor in an exclusive interview to Times Now has shaken the ground beneath many. While some are welcoming the step whereas others are looking for an hidden agenda. What an Irony? How can we be so blind in recognising the fault in our own system. No doubt that our state is the most corrupt state in India and around 15% of the population is sitting on 70% of the wealth in the state. People in Jammu and Kashmir are among the worst sufferers of corruption in accessing public services, a think-tank has revealed in its survey. The Centre for Media Studies (CMS) in its annual corruption study - CMS India Corruption Study 2017- has placed Jammu and Kashmir along with Karnataka, Tamil Nadu, Andhra Pradesh as most corrupt among 20 surveyed states. The study reveals that "Karnataka (77%) followed by Andhra Pradesh (74%), Tamil Nadu (68%), Maharashtra (57%), J&K (44%) and Punjab (42%) emerged as most corrupt states among 20 surveyed states as far as 'experienced corruption in public services' is concerned." The report states that J&K was also among most corrupt states in 2005. "In 2005, the more corrupt states were Bihar (74%), J&K (69%), Odisha (60%), Rajasthan (59%) and Tamil Nadu (59%)." So, Since 2005 nothing has changed. Why an Outsider holding the Highest post of the State was able to expose the corruption and nepotism in our state in just two months of holding the office while we failed to do so from past so many years. "Power Corrupts Power and Absolute Power corrupts absolutely". Either We lack the "Political Will" or We don't want to come out of the Lacuna of Regional Politics and collectively challenge corruption. Adding to this, The worst affected from Corruption in J&K is the Youth. Almost every recruitment is challenged in High Court with regard to the irregularities in the recruitment process. Some our coming up with the argument that it's the planned strategy of the central agencies to defame the state but in reality the story of suffering and a flawed system is much older than this and the Irony is that we have a short memory. The Youth has always been forced to knock the doors of court challenging the Corruption, Nepotism & Favouritism in the system. At a time when they are supposed to study they are forced to walk in the corridors of court in search of Justice. The BOPEE Scandal is not a hidden story where the MBBS Papers were leaked. It resulted in Judicial entanglements & enquires and finally the BOPEE former chairman was awarded 16-year RI and a fine of Rs.1 Cr. Every Exam conducted by JKSSB or JKPSC or any other recruitment body is challenged in court citing discrepancies in the conduct of the examination. In one of the Judgements of the Single Bench Dated 29.12.2017, Justice Hanjura even labeled the working of JKPSC with that of a Chameleon and remarked that the entire KAS exam of 2016 was conducted with malafide intention. Even the process of KAS 2014 exam was challenged in court. It takes 3-4 years for JKSSB to conduct the exam for Patwari and NT and another one year to declare the result. Recently the Division Bench of J&K High Court comprising Justice Dhiraj Singh Thakur and Justice Sindhu Sharma issued notices to J&K Public Service Commission (JKPSC), Jammu and gave them one week's time for filing response in the Public Interest Litigation (PIL) filed by Jammu Province Peoples' Forum (JPPF) seeking probe by Central Bureau of Investigation (CBI) into all the selections made by Jammu and Kashmir Public Service Commission since its reconstitution in July 2015 alleging that deep-rooted nexus in the premier recruiting agency has led to discrimination with deserving candidates. Time and again these institutions in the name of transparency have violated the RTI Act. You cannot use the tag of impartiality and honesty when the FSL reports clearly proved that the Signatures of the ex-member of JKPSC were forged. The list of such cases is long but we are afraid that even if a enquiry is instated; it will take multiple agencies and decades to uproot the deep-rooted files of Corruption. There is no end to it. The list goes on. The Youth of the State is forced to look for avenues outside the state. It's a cognitive network of corruption where the elite, bureaucratic and political class holds the control. In a recent report on the functioning of various departments of the Government, the State Vigilance Commission (SVC) has identified ten departments and categorized them as the most corrupt departments. The report of the SVC is based on the number and nature of complaints received from the affected people. These departments are Works, Rural Development, Revenue, Police, Social Welfare, Health and Medical Education, Power Development, Forest, Consumer Affairs and Public Distribution and Education. State Vigilance Commission has taken into account the number of complaints received during last four years and hearing of these complaints. The report has dealt with each indicated department and discussed in length the pattern of bribery and corruption. A common factor of the practice of corruption noted in all these cases is that of withdrawals made against non performed works and assignments by producing fake and false reports and vouchers. It shows that bribery is rampant among all cadres and that there is a nexus between various agencies to hoodwink the Government. Ordinary people cannot get their problems solved unless they pay bribes and bring in political pressure. Thus political class is emboldened to play negative role in indirectly encouraging bribery and corrupt practices. Those who are not in a position to pay bribes do not find any solution of their problems even if these are genuine. Be it lighting of the streets, repairs to the local school building, availability of medicines in the Primary Health Centre, driving license, to get a small scale unit registered, an application to get loan from any State financial institution, an urgent surgery in a Government hospital or simply a complaint to lodge an FIR, obtaining Permanent Resident Certificate, obtaining annual pollution control certificate for industrial units, to get benefits of various social welfare schemes, distribution of ration, to get date of birth certificates and job card etc, common masses' perception is that they have to pay bribe for all these public services. "Throughout history, it has been the inaction of those who could have acted, the indifference of those who should have known better, the silence of the voice of justice when it mattered most, that has made it possible for evil to triumph". Integrity, Transparency and the Fight against Corruption have to be part of the Culture. They have to be thought as Fundamental Values. The Youth of J&K is willing to show the courage to challenge the Corruption in the System. For the first time in the History of J&K someone has shown the Political Will to launch a proactive Campaign against the corrupt. There is need for an Act of Defiance against corruption and mere words will not resolve the issue. A impartial and a high level enquiry in all these matter is the need of the hour. |
