DSE's enquiry against ex-CEO proves eyewash

Jammu, Dec 6: The enquiry committee constituted by Director School Education Jammu (DSEJ) against former Chief Education Officer (CEO) and his cohorts is merely an eyewash as the incumbent CEO has been made enquiry officers while the clerks, against whom enquiry is pending, are still working in the office.
According to an order issued by former DSE Jammu on 10/11/2018, the DIET Principal Basohli was made as enquiry officer to conduct enquiry against former CEO Balbir Singh, Head Assistant Devinder Singh and Senior Assistant Ram Murti.
"These three were accused of wilful violation of Service rules, government orders, harassing the members of the department purely by abuse of their official position to give undue favour to selected people for their selfish motives", the order reads.
The DIET Principal Basohli was asked to go through the contents of the complaint and conduct an in depth enquiry and complete it in a week's time and submit the report as well as comments. The DIET Principal Basohli was made enquiry officer but at that time also there was no regular DIET Principal Basohli and charge was given to Rakesh Brahmi, but later the Drawing and Disbursing powers of DIET Basohli was handed over to CEO Kathua.
Incharge DIET Principal Basohli Rakesh Brahmi said that he had got the letter to conduct enquiry but before that an order was issued by Commissioner Secretary, handing over the charge of DIET to CEO Kathua.
"So in actual sense DIET was headed by CEO Kathua. Hence I handed over the enquiry letter to CEO, who is my senior officer, for further action", Brahmi said, adding that it was the CEO Kathua who had to take further action.
Officially the CEO Kathua has been asked to complete the enquiry report against his predecessor and two of the clerks including Ram Murti and Devinder Singh, whose actual place of posting is in Kootah and in Billawar respectively but they have been working at CEO office Kathua.
"It is beyond comprehension as whether these two powerful clerks have been hampering the enquiry or have been succeeded to pursue the CEO not to complete the enquiry as after lapse of over one month, against recommended one week time, nothing has been done", sources said.
Of the allegations levelled against the trio, one allegation is giving undue favour to a teacher from Nagri. "The teacher had gone to some foreign country and remained there for more than four years but with active connivance of the trio, the salary of four years was released by CEO office Kathua", source said, adding that moreover, these officers have been harassing the teachers and giving undue benefits to their close ones.
An official at DSEJ said that the incumbent CEO Kathua is also on the verge of retirement and there are least possibilities that he would give any adverse report against his predecessor as well as the clerks, who would continue to serve the department for upcoming years. "The enquiry must be handed over to some senior official, so that the enquiry must be conducted in a fair manner without any question of influence", the official said.
CEO Kathua Bishan Singh wasn't available for comment.
