JAMMU, Dec 12: Disrespecting the aspirations of masses from Sunderbai, Nowshera and Kalakote sub divisions of district, Rajouri who agitated for development of their respective areas, the Mehbooba Mufti led state government could not deliver what it had promised. The residents of these sub divisions were on agitation for over a month, when on March 2018 Government announced up-gradation of posts of SDMs as ADC, but the announcement could not fully be materialized.
On March 23, the GAD through two different orders (499 and 500 GAD 2018) upgraded existing posts of SDMs Nowshera, Sunderbani and Kalakote. "But powers of ADCs were not given to the officers, who were holding posts of SDMs. It was joke with the masses", said Vijay Suri, who along with other members of civil society from Kalakote led the agitation for district.
Vijay Suri, who recently was elected as member for Municipal Committee, Kalakote it was unfortunate, neither MLA Sunderbani, Ravinder Sharma, nor MLA Kalakote Er Abdul Ghani took up the matter with government. "In real essence of up-gradation nothing except the order issued by GAD was done", he said.
"At the time of up-gradation of post of SDM as ADC Kalakote, Khalid Hussain then SDM had only power to issue PRC, while DDO, Collector and powers regarding agrarian reforms were not given to him by GAD", he said. He further said that after his transfer on September 24, 2018 Government again appointed SDM instead of ADC in Kalakote. "Presently, the SDM has no power even, he cannot issue PRCs, had PDP-BJP befooled the masses", he questioned and added that like Kalakote, Nowshera and Sunderbani have also dummy ADCs without powers.
"Sanctioned is hereby accorded to the up-gradation of the post of Sub-Divisional Magistrate, Kalakote as Additional Deputy Commissioner, Kalakote with immediate effect. The present incumbent holding the post of Sub-Divisional Magistrate, Kalakote shall hold the charge of the post of Additional Deputy Commissioner, Kalakote till a regular arrangement is made. Consequent to the above, Shafiq Ahmad, Additional Deputy Commissioner, Kotranka-Kalakote, shall operate as Additional Deputy Commissioner, Kotranka in terms of Government Order No.192-GAD of 2018 dated 30.01.2018", copy GAD's order number, 500-GAD-2018, dated 23/03/2018 read.
But paradoxically, on September 24, 2018 GAD again appointed SDM at Kalakote instead of ADC. "Rajesh Basotra, Project Manager, IWMP Rajouri, is transferred and posted as SMD Kalakote", GAD order number, 1457-GAD of 2018, dated 24/09/2018 read. Suri urging upon Governor Satya Pal Malik appealed to appoint fulfill ADC with all the powers, so that the purpose of peoples' struggle could be achieved.
Meanwhile, the PDP, especially, former Chief Minister, Mehbooba Mufti selectively ditched the people from the constituencies being represented by BJP, especially Nowshera-Sunderbani, represented by Ravinder Raina former MLA and state President BJP, who used to call Mehbooba Mufti as sister. Secretary, GAD Hilal Parray could not be contacted for his version despite repeated calls on his cell.
