Assembly polls in J&K further delayed | | | That the Assembly elections in Jammu and Kashmir have been further delayed is indicated by the fact that the Governor, S.P. Malik, has recommended imposition of President's rule. Though the state was placed under the Governor's rule on June 18 which, under the provisions of the state constitution, cannot be extended beyond six months. This way it depends on the President of India, Ram Nath Kovind to accept the recommendations of the Governor. Normally there is no other alternative for the President of India to reject Governor's recommendations because under the state Constitution the Governor's rule can last upto six months that is the reason for Jammu and Kashmir Governor Satya Pal Malik to recommend to the Government of India (GoI) to impose President's rule in the state after the expiry of six-months of Governor's rule on December 19. The comes under President's rule from midnight. A communication from the governor's office has been sent to the Union Home Ministry which will be taken up by the Union cabinet before the expiry of the governor's rule on December 19. After the cabinet nod, the same would be signed by President Ram Nath Kovind who will issue a proclamation which declares that the powers of the Legislature of the State shall be exercisable by or under the authority of Parliament. The state plunged into a political crisis in June this year after the Mehbooba Mufti-led coalition government was reduced to minority following withdrawal of support by the 25-member BJP in the state. This way the dream of Sajjad Lone, peoples' Conference chairman, to become the Chief Minister with the support of a number of BJP MLAs, who had quit the party has been shattered. This indicates that he BJP led NDA Government wanted to end ongoing political instability and give PDP, the NC and the Congress no chance to blame the central Government for promoting Aaya Ram Gaya Ram era. Already the BJP has earned a bad name for the people of the state, especially those belonging to the region of Jammu, who had supported the BJP in 2014 enabling it to win 25 seats, by not fulfilling any of its commitment. The National Conference, the Congress and the PDP had demanded early elections and the only way to set the stage for the Assembly poll was to place the state under President's rule because under the Governor's rule, which can last till tomorrow, possibilities for fixing the schedule for the Assembly elections were remote. Also the central Government expected people to blame the BJP in case Sajjad Lone was allowed to occupy the chairm of Chief Minister because that would have promoted horse trading in the state. |
