Police department deprived of one month additional salary of Municipal/Panchayat elections 2018 | Hardship allowance reduced from 10-3% in 7th pay comm, instead of enhancement of 20% | | S T Haq Early Times Report SRINAGAR, Dec 20: Government of Jammu and Kashmir General Administration Department Civil Secretariat, Jammu issued an order with reference to: SAC Decision no, 55/10/2018 dated 31.08.2018 with cited subject: Payment of one month additional salary/wages/remuneration in lieu of election duty, and police officials say they are deprived of it. According to government order no: 1789 GAD of 2018 dated 20-12-2018 that sanction is hereby accorded to the payment of one month additional salary/wages/remuneration as the case may be, in respect of employees as were deployed of Municipal/Panchayat Elections, 2018 or both said an order. The order said that, the Drawing and disbursing officer (DDO) shall draw one month additional salary/wages/remuneration in respect of an employee, borne on the establishment of his office only after obtaining a certificate to be issued by the Deputy Election Officer/Deputy Commissioner concerned will certify in respect of Returning officers, Assistant Returning Officers, Presiding Officers, Polling Officer that were actually deployed for conduct of Municipal/ Pamchayat Elections 2018 or both and performed such duty. Divisional Commissioners will certify in respect of an employee posted in his office that the said employee was deployed for conduct of Municiapal/Panchayat election, 2018 or both and performed such duty, the order said. However a top police official wishing not to be named said that, the order was copied to all administrative secretaries, CEO J&K, Principal Secretary to the government, election department, Div Com Kashmir /Jammu, All HoD's/ Managing Directors, Director Information, J&K OSD to Advisor(K)/ (G)/(S) and others except police. The official said, "The order of one month additional salary has not been sent to any higher official of police department including of DGP or IGP level". "Today government has announced one month additional salary to all the government employees that were deployed for conduct of Municipal/Panchayat Elections, 2018" the official told Early Times. He said that, unfortunately the police officials were also part of the election duties but they were left out. The police official alleged that, "it is unfortunate that civil employees who performed one day's election duty are given one month's extra salary and the other government employees like of police department that performed their duties in all the phases were left out as if they are not govt employees". The governor administration is requested to pay one month's salary to the most neglected and hardworking force, as matter of the fact is that, the elections were conducted peacefully otherwise it would discourage the police force, the police official said. Meanwhile sources in the police department said that, in addition to this step motherly attitude, the police force have also been deprived of the 10% hardship allowance for which they were pursuing to get it enhanced to 20%. However to our surprise in the 7th pay commission it was reduced to 3% and govt has always neglected this force in spite of the fact they are performing their duties in the most vulnerable atmosphere, sources told ET. |
