PDP wanted BJP to implement its 10-point divisive agenda | | | Early Times Report JAMMU, Dec 24: On Saturday, the Political Affairs Committee (PAC) of the Kashmir-based and Valley-centric People's Democratic Party (PDP) decided to undertake major initiative at assembly constituencies and district levels to rejuvenate the party at grass-root. It discussed preparations for upcoming parliament and assembly elections in the State. Admitting that non-implementation of 'Agenda of Alliance' (AoA), which the PDP had signed with the BJP while forming first-ever coalition government between the two parties, was a major setback, the PDP decided to return to its "original agenda including self-rule" What did the PDP want the BJP to do? It wanted to the BJP to do at least the following nine things: 1) Help create an environment of peace, certainty and stability; 2) Help align the economic structure of Jammu & Kashmir with its own resources, skills and society; 3) Follow the principles of "Insaniyat, Kashmiriyat and Jamhooriyat" of the earlier NDA government led by Atal Bihari Vajpayee and help the state government facilitate and initiate a sustained and meaningful dialogue with all internal stakeholders, which include political groups, irrespective of their ideological views and predilections; 4) Help initiate a dialogue process that seeks to build a broad based consensus on resolution of all outstanding issues of the state; 5) The BJP will help the government examine the need for de-notifying disturbed areas which will as a consequence enable the union government to take a final view on the continuation of the Armed Forces Special Powers Act (AFSPA) in these areas; 6) Will not touch Article 370 and main the present position on all constitutional provisions including special status. 7) Will help create a situation for dialogue with Hurriyat Conference and also enable the PDP-led coalition government facilitate sustained dialogue with all stakeholders, irrespective of their ideological views; 8) Will accept the stand that all the land other than those given to the security forces on the basis of lease, licenses and acquisition under the provision of the land acquisition act shall be returned to the rightful owners except in a situation where retaining the land is absolutely imperative in view of a specific security requirement; 9) Help the state government secure a share in the profits of NHPC emanating from Jammu and Kashmir's waters to the state government; and 10) Will enable the Mufti-led coalition government to reverse all royalty agreements with NHPC. What would have been the result, had the BJP helped the PDP implement its agenda? It would have further widened the already wide gulf between J&K and the rest of the country and promoted the cause of Pakistan in the state. The BJP perhaps had realized it. That was the reason the BJP withdrew its support to the PDP on June 19, 2018 in a most dramatic manner. It was a good decision. |
