Separatists and mainstreamers owe an explanation to people

Jammu & Kashmir state read Kashmir has been burning from the last 30 years due to the Pak sponsored and abetted terrorism and in this turmoil the local youth of the valley has been made cannon fodder by the Separatists and the Kashmir mainstream parties. Civilian killings are very unfortunate and cannot be accepted in a civilized and democratic country but thanks to the role and inspiration provided by the Kashmir Separatists and the regional mainstream parties that includes national party congress & local politicians. Civilian killings should be condemned by all right thinking people and the state governor's administration including Governor Satya Pal Malik himself has rightly condemned the innocent killings of Kashmiri youth and the central dispensation also condemns such unacceptable and unfortunate killings of youth. But the fact remains that security forces are working in trying and difficult circumstances and in an alien climate and they exercise maximum restraint but the local youth resort to stone pelting on the security forces and thus in a way support the terrorists. They resort to stone pelting in order to divert the attention of the highly disciplined security forces, paramilitary and the army Jawans as well as state police force so that the holed up terrorists get an opportunity to flee from the encounter sites. Stone pelting has became a modern avocation of the teen aged boys in Kashmir thanks to the overt and covert support of the separatists and mainstream political parties of the Kashmir who have kept their own near and dear ones outside the so called freedom struggle and provide them good education outside J&K, other parts of India and even in foreign countries. They have a permissive attitude towards the local youth and even encourage them to indulge in stone pelting on armed forces and security men when they are involved in the difficult task of fighting terrorism and terrorists in Kashmir at the risk of their precious lives and these security force personnel also get martyred in the encounters but the local youth indulge in stone pelting upon the security forces and even venture into the areas of encounter sites thus risking their lives. Then if any untoward incident of civilian killings takes place, a great hue and cry is made by the Separatists and Kashmir based mainstream political parties to defame the disciplined security forces and accuse security forces of violation of human rights. As already said that civilian killings are unacceptable and have no place in a democratic dispensation but in spite of the best efforts of the army and security forces to minimize the collateral damage during terrorist and forces encounters. At times innocent people get killed and this is very unfortunate. Security forces as well as the army personnel fighting a tough battle in Kashmir should be asked to follow standard operating procedure while performing their duty and not resort to unnecessary forces upon civilian population as it is counterproductive and has the potential of inciting the sentiment of people in Kashmir and affecting peace and tranquility in the disturbed state. But at the same time it is also true that the face of stone pelting mobs and they have to be dealt with an iron hand as they are the over ground supporters of militants and provide them means to flee from encounter sites. Civilian killings which took place in Laroo Kulgam due to the coming of the civilians near the encounter site are unfortunate and should not happen but civilian should not venture into the encounter sites as there remain chances of damage to property and lives as there sometimes remain some unexploded explosives and thus civilians should not come near encounter sites and risk their precious lives. The civilian killings derail the peace efforts of the security forces and give a new lease of life of the fading militancy in Kashmir. A great responsibility lies upon the shoulders of the separatists who sponsor the so called freedom movement in Kashmir and upon the mainstream political parties of J&K to give a positive guidance, counseling and direction to the young boys so that they desist from assembling at the encounter sites and thus abstain from stone pelting. The onus of counseling and suggestion giving lies upon the separatists and the mainstream parties alike to guide and counsel the innocent boys not to resort to stone pelting upon the security forces as there lies the apprehension of losing lives of the innocent boys who are lured into stone pelting by the enemies of the nation. Army men and paramilitary forces as well as the state police in fighting a tough battle in Kashmir and they should not be obstructed in the performance of their duties by the stone pelting mobs and then if some civilian casualties happen as has unfortunately happened in Pulwama which are abominable and unacceptable but they take place because the young boys resort to stone pelting on the security forces and risk their lives which are so precious to all of us. It is Pakistan and their agents in J&K who use these innocent boys and incite them to resort to stone pelting to affect the security forces efforts to neutralize the terrorists and this has the risk of consuming the lives of the youth boys. But here the onus lies upon the Separatists leaders and mainstream parties to counsel the astrayed youth not to resort to unprovoked stone pelting. Stone pelting is also done in order to force the security forces to resort to firing as a last resort and then if killings take place, it arouses the passions and the separatists and the mainstreamers cry hoarse for the human rights violations and beat chest on these killings for which separatists and the mainstreamers as well as equally responsible. It is the moral and bounden duty of the elders, the separatists & the mainstream leaders to channelize the energies of the youth for productive purposes and not lure them to resort to stone pelting upon the security forces as this has the potential of risking the lives of these young boys who are our future. The young boys should be in schools and colleges and not involve themselves in stone pelting at behest of the inimical forces. On their part security apparatus has also the moral duty to observe SOP during cordon and search operation and take all possible efforts so that collateral damage is minimum. On one hand Separatists and the mainstream political parties call for talks but on the other hands they do not denounce stone pelting and do not counsel the young boys not to resort to stone pelting. It seems that separatists as well as the mainstreamers do not like peace to return to valley as their political fortunes are flourishing in militancy and thus they hardly are interested in peace. It can be safely concluded that the Separatists and the mainstreamers owe an explanation to the general public for remaining mute to the stone pelting youth and thus in a way are approving their activity of stone pelting. How many times have they counseled the youth not to resort to stone pelting? The answer is a big no.
