JK's Ring Road affected farmers to chalk out joint strategy | | | Early Times Report Jammu, Dec 31: The farmers affected by Srinagar and Jammu Semi Ring Projects have decided to chalk out a joint strategy for ensuring fair compensation, rehabilitation and resettlement. In this regard a delegation from affected farmers of Srinagar Semi Ring Road has already reached Jammu on Sunday to have deliberations with their Jammu counterparts. As reported by Early Times during the past one year, farmers affected by Semi Ring Road projects in Srinagar and Jammu are demanding fair compensation as guaranteed under Central Land Acquisition Law of 2013 which National Highway Authority (NHAI) of is following across the country except J&K state as the law is not applicable in state. Farmers allege that PDP -BJP Government did not extend that law in J&K in spite of the fact that several central laws were extended to J&K that includes GST Law which was extended to J&K state in the year 2017. Farmers in Jammu are even suffering much more than Kashmiri farmers as the stamp duty rate of their land is much less. They are not only demanding for enactment of a new land acquisition law that is similar to central law but they want a committee to be constituted that would look into stamp duty rates in Jammu region especially in the Jammu where the market rate is even 10 to 50 times more in some areas of R S Pura, Bhalwal and Marh tehsils. As reported already a protest was held by villagers of Kangrail in Tehsil Bhalwal of Jammu district recently against what they call forcible land acquisition for Jammu Ring Road. The villagers allege that Government has neither issued any eviction notice to the affected villagers nor has any compensation been paid to the farmers whose land and residential houses are coming under the alignment of proposed highway. A huge contingent for police and revenue department officials lead by Naib Tehsildar of Bhalwal recently came to village Knagrail for demolition of some residential houses that come under alignment of proposed Semi Ring Road Jammu. As the officials started demolition of residential house of one Sham Lal S/O Late Thoru Ram , his wife raised an alarm which caught the attention of local villagers. The villagers consisting of scores of men , women and children came to the spot and raised slogans against the officials of Revenue department and National Highway Authority of India (NHAI). The protest continued for many hours near Jammu Akhnoor road and finally the demolition squad had to leave the spot. " We have neither been served any notice nor have the authorities paid us any compensation. Our land is being forcibly occupied. The market rate in our village is around 30 to 40 lakhs per kanal, while as we are being asked to accept Rs 1.70 lakhs per kanal plus 15 % Jabirana. In total we can get mere 1.80 lakhs / kanal which is injustice with us. The land stamp rate in our village is very less. It is 20 times less than market rate. We will resist this move and not allow authorities to snatch our livelihood. We appeal Governor and Chief Secretary to come to our rescue " said Rajiv Sharma an affected farmer of the area while talking to Early Times Farmers allege that authorities are doing open discrimination with farmers of Jammu district vis a vis payment of compensation. "The officials at the helm of affairs are forcibly trying to snatch agricultural land of farmers and in return are providing them very meager amount as compensation. The stamp rate in Jammu district especially in the areas wherefrom Ring Road has to pass varies between 75,000 Rs to 5 lakhs which is 20 to 50 times less than the market rate : said Sarat Dubey farmer leader from Jammu National Highway Authority of India (NHAI) is paying mere Rs 1.80 lakhs per kanal to farmers affected by Semi Ring Road in Bansultan village of R S Pura while as market rate of land in the same village varies between Rs 50 to 60 lakhs per kanal. Similarly in Goda Singhu village the stamp rate is Rs 3.20 lakhs per kanal while as market rate is between 80 lakhs to 1 crores per kanal as the land has commercial value in view of its location on Akhnoor Jammu highway. "In order to motivate authorities for meeting our demands we plan to hold press conference, peaceful dharnas and meetings with Government authorities along with affected farmers of Jammu.
