Early Times Report Jammu, Jan 2: All is not well in the Civil Secretariat Non-Gazetted Employees Union as the former and incumbent Presidents have locked horns over the holding of post of President as well as change in the nomenclature of the body. Though former president has accused incumbent president of illegally holding the post and illegal attempts to change the nomenclature of Union, the incumbent president termed the allegations baseless and interference of government in the affairs of the union. Speaking to Early Times, Former President of Union, Rouf Ahmad Bhat alleged that as per Clause-4 of the Union's Constitution, titled membership it reads, "All non-gazetted employees shall be eligible to become members of the Union". "The incumbent president Gulam Rasool Mir has been promoted as Under Secretary since May 2018 but has been illegally holding the charge as he has become a gazetted officer and a gazetted officer cannot be a member of Union", Rouf said. He further said that as per Clause-8, the Vice President of Union has to exercise powers of President in his absence. "But Rasool Mir is still president as per official website of Union and he has tried to change the nomenclature of Union to Civil Secretariat Employees Union, to include gazetted cadre employees including Under Secretary and Private Secretary in the Union, so that he would continue to hold the post of President", Rouf Ahmad Bhat said. He further said that the incumbent Union President had forwarded a proposal to change the nomenclature of the Union, which was opposed by many employees after which the government had constituted a committee headed by Financial Commissioner, Principal Secretary Home, Commissioner Secretary GAD and Secretary Law department. Terming the allegations baseless, incumbent president Gulam Rasool Mir said, "when a non-gazetted employee is promoted as Section Officer, Senior Scale Stenographer, Private Secretary and Under Secretary, they didn't get any representation in any of the Union, neither in KAS union or in Non-Gazetteed Union, so it was their long pending demand to include them in Union and we had made this demand as our election manifesto". Even 87 Private secretaries and 125 Under-Secretaries represented before government to include them in the Union otherwise they would be compelled to form another Union. "The fault lies with the Government as the case is one and half years old and Government was bound to accept the proposal as per Union's by-laws but it failed", Mir said. "26 members of the Union have given in writing to the government to hold immediate elections after change the nomenclature of Union and it will be upon the employees to decide whether they are with Union or the opposition group", Mir said. The Committee constituted by the government is likely to give its decision tomorrow. |
