Suspends BMO, stops salary of District Officers

Kishtwar, Jan 7: Taking cognizance of Early Times report of on drawal of salaries of absent employees by the Drawing and Disbursing Officers in Marwah Sub Division, DC Kishtwar Singh Rana along with SSP Rajinder Kumar Gupta today visited far flung area of Marwah area and took a firsthand appraisal of arrangements and also assessed essential services and supplies, stocking of essential commodities in the area keeping in view of harsh winter weather conditions.
SDM Marwah Kaiser Bhavani and other District and Sectoral Officers also accompanied him.
DC undertook a walking tour of snow bound area and inspected functioning of government offices since complaints regarding absenteeism galore in the area from different quarters was received.
He expressed his great dismay towards District Officers for the lack of control and showing of the leniency over their sub ordinate Officers / Officials serving in remote areas of the district who are often found roaming freely at District HQ without reasons instead of performing their legitimate duties.
Taking serious note of the same, DC immediately withholds the salaries of erring District Officers.
After noticing that the public were suffering due to the non availability of doctors, he placed BMO Marwah Anil Kumar under suspension with immediate effect and appointed ADDC Kishtwar Imam Din as an Enquiry Officer for probing alleged irregularities under Rogi Kalyan Scheme and pathetic conditions of PHC Marwah.
While interacting with locals, some emergent issues were highlighted by the public before the DDC, likewise clearance of pending payments under MGNREGA since 2016, revoking of hike in

ir fare, non availability of doctors and paramedical staff in Marwah, absence of doctors, misappropriation of funds under RKBS .
The people of the area further alleged that due to non availability of doctors, a lady died in recent past due to lack of proper medical care.
On spot directions were given to concerned departments by DDC besides he also assured the locals that their genuine demands and issues will be redressed on priority.
He directed concerned officers to withhold the salaries of those officals who are not regularly attending their duties and asked them to furnish the list of such erring staff so that their case be furnished and recommended to government under dead wood .
He further warned all the Officials to remain vigilant and sincere towards solving the public issues on top priority.
The public also demanded for early start of snow clearance work from Yourdoo to Teller and Hyna to Bhata. They also demanded for deployment of Gang coolies for clearance of bridal track from Dachhan to Marwah and Marwah to Warwan wherein on spot directions were issued by the DC to the concerned officers for necessary action .
It was also urged that veterinary doctors needs to deputed for checking the spread of diseases in the livestock animals of the area and accordingly on spot instructions were issued by DC.
Reacting to the surprise visit of DC Kishtwar, social activist Abdul Wahid said that these steps are cosmatic and urged upon the Administration to ensure shifting and establishment of offices sanctioned for Marwah Sub Division. He said that senior officials should visit the area to regularly to address the issues of the public of Marwah.
