SIC allows RTI applicants to check records of Marwah, Warwan, Dachchan blocks | | | Early Times Report
KISHTWAR, Jan 9: The State Information Commissioner (SIC) while responding to an appeal filled by two RTI applicants has directed the Block Development Officers (BDOs) of Marwah, Warwan and Dachhan to allow the duo to scrutinize record pertaining to the RTI filed by them. The two RTI applicants Ghulam Rasool Magrey and Abdul Wahid Malik, both residents of Marwah, district Kishtwar had filed an appeal before the SIC in this regard. As per the interim order passed by the SIC J&K, the case tilled Magrey and Malik Vs Director RDD Jammu and Public Information Officer RDD Kishtwar (ACD Kishtwar), BDO Marwah, Warwan & Dachhan came for the hearing before the commission on December 28 last in which both the applicants were present and all the three BDOs were absent and was represented by Radha Krishan, VLW Block Warwan, Shanti Prakash Senior Assistant Block Marwah and Naveen Kumar Sharma, Technical Assistant Dachhan. After going through the content of the RTI application filled by the applicant on April 3 last, the commission was of the view that the applicant has sought huge and bulky information in respect of three CD blocks from the year 2013-2018 seeking details of all schemes and works executed in these three blocks, the amount released by the government in all such schemes, names of vendors from whom construction material was purchased, bank statements, details of skilled & unskilled laborers transportation of material, purchase of tiles, list of IHHL/IAY houses, complete list of the employees serving in the RDD and qualification of BDOs of three blocks along with certificates of VLWs. The commission in its order issued vide No. SIC/JIA/162/2018/82-85, dated 3-1-2019, that providing the hard copies of information sought by the applicant would definitely divert the resources of the public authority disproportionately and same will affect the normal functioning of the offices of the concern BDOs and directed all the BDOs to allow the applicants to inspect the record instead of providing hard copies of the information beside further directed them to fix a mutually convenient date with the applicants in respect of each blocks for inspection of records by making available all the relevant files for inspection for the applicant and fix the next date of hearing in the case on January 25 at Jammu office.
