Elections three months away, AIIMS nowhere in sight | | | Early Times Report Srinagar, Jan 9: Elections for the state assembly and Parliament could take place this year in April and the promise of establishing All India Institute of Medical Sciences (AIIMS) in the state is turning out to be a promise of the inconstant beloved. The biggest failure of the state and the central government in Jammu and Kashmir could be gauged by its inability to even construct a single wall of the much awaited and much hyped hospital in Jammu as well as in Kashmir. In 2015, soon after stitching the common ground for alliance, Prime Minister Narendra Modi promised the establishment of two AIIMS-like institutions for healthcare in the capital cities of the state. The state dispensation was asked to identify the land for the establishment of AIIMS in the twin capitals of the state. After much delay, the government finally identified the two sites. The government then claimed that the sites at Vijaypur in Samba district in Jammu region and at Awantipora in Pulwama in Kashmir have been finalized for the establishment of AIIMS. However, till date, the government is yet to even initiate the process of construction of the AIIMS in Jammu and Srinagar. Furthermore, what could be more ironical than this that four years after the announcement of AIIMS in Jammu was made by the state government, the proposal has reportedly been sent to the government of India for funds. Insiders reveal further that the proposal was submitted by the Draft Expenditure Finance Committee of Rs 1630 crore for establishment of AIIMS in Jammu division and sent to the department of expenditure, Government of India. Sources said that the nod has not yet been given for the proposal. Government sources say that the latest development over the construction of AIIMS in Jammu and Srinagar was seen in April 2017 and that since then, there has been no forward movement over the project. Reports inform that it was in the month of April that the state government transferred the land for AIIMS site to the department of Health and Medical Education and that since then the project continues to remain in limbo. "The government too seems to be preferring to remain tight lipped and not to divulge any further details to the people. What remains to be seen that is that when the government is about to complete three of its six years term in office, what it has so far achieved in terms of the biggest announcement it made at the very onset of its inception," says an official. |
