Hold CBI probe into CDF scam in J&K: Harsh | | | Early Times Report
Jammu, Jan 13: With over Rs. 6 crore having been released under CDF in favour of Ex - MLAs after dissolution of Assembly in the first week of January 2019 in District Udhampur alone, the present dispensation had proved its contempt for the established norms in the state and for its Constitutional architecture, said Harsh Dev Singh Chairman JKNPP and Former Minister. He said that it was for the first time in the history of state rather country that Ex - MLAs had been allowed to use CDF by disregarding all principles of financial Jurisprudence and SOPs on the subject. He said that it was not only a financial irregularity but also a violation of the directives of ECI which had issued an order in 2018 restraining all caretakers' govt. in the country from releasing any kind of grants or announcing any new scheme in the event of the pre-mature dissolution of Assembly. Seeking CBI probe into the most scandalous proposition, Singh said that such a freakish order provided the most glaring example of loot and plunder of public exchequer by corrupt politicians in league with unscrupulous bureaucrats. "It was unprecedented in the 70 year history of the country that members of dissolved Assembly were being granted permission to use the CDF grants despite the same having lapsed with the dissolution of House. The situation is quite appalling where the politicians and top bureaucrats had become partners in crime of loot and unabashedly playing ducks and drakes with tax payers' money". Expressing shock over the most unconventional method adopted to swindle public money which vividly showcased the rampant corruption in the state, Harsh Dev Singh questioned the releases of such huge grants to Ex - MLAs on frivolous pretexts after the dissolution of Assembly. |
