ULB's undue largesse towards executing agency | No penalty recovered for delay in works | | Early Times Report Jammu, Feb 12: Urban Local Bodies Department has shown undue leniency towards an executing agency which was engaged for construction of dwelling units and allied works in different parts of the State for undue delay in execution of works. More shockingly, the department instead of taking action against the executing agency has paid excess amount to it without specific reasons, thereby causing huge financial loss to the department. Sources told Early Times that the ULB had allotted a contract to an agency for construction of over 350 dwelling units and allied works at different locations of the state nearly seven years ago. "As per contract conditions, the work had to be done within 12 to 18 months. Due to slow pace in execution and abandonment of works half-way by the agency, all the works were retendered," they said further adding that the agency had to be imposed penalty of Rs 25 lakh as provided under the terms and conditions of the contract which was not done by the department. They further added that against allotted cost Rs 50 lakh for construction of units, an amount of Rs 1 crore and it has been learnt that no record was kept for excess payment. |
