'Sufarshi have a field day as deserving IAS, KAS officers being sidelined' | Kashmir gets 'Matric Pass' DC, bureaucracy fumes! | | Early Times Report Jammu, Feb 20: With the recent reshuffle in the civil administration, the transfer of a undergraduate official as District Commissioner in central Kashmir, has become a topic of discussion among the bureaucrats who said that while "highly educated IAS and KAS officers are being ignored, a "matric pass" has been made the DC. Official records that were seen by the Early Times bureau here showed that the said officer was "undergraduate" and the same has been confirmed by the government itself. Sources said the official who had been a favorite with the National Conference and Peoples Democratic Party regimes has been given a plum posting due to some "Sufarish" from the political quarters who had allegedly requested their aides in Raj Bhawan to give a "very good posting to their favorite man." Sources said the development has become a controversy even at the Civil Secretariat here as the official machinery has taken a serious note of the same. Sources said even at the time when the transfer orders were being prepared a "group of senior officials had told their boss" that such elevation of "matric pass would set a bad precedence." "But because of the influence he enjoys in corridors of power he was elevated to such a position," said some senior officials on the condition of anonymity. Sources said IAS and KAS officers who have been allegedly sidelined due to such "politically motivated transfers even during Governor's rule have decided to bring the matter into the notice of New Delhi." "While many of the IAS and KAS officers have been sidelined for months together, the Sufarshi ones who are even not adequately qualified enjoy plum postings. This is injustice with the educated IAS and KAS officers," said the officials at the Civil Secretariat here. Sources said a "note of resentment" was also being send to the office of Chief Secretary and the Raj Bhawan. When contacted a senior official in the civil secretariat agreed that the said official in question who had been given the charge of DC was not even graduate as per official records. "But he cannot be called matric pass. He had been working with the government for many years and was given promotions in accordance with service rules," the official said. Meanwhile the officials have appealed Governor SP Malik to personally look into the matter. |
