PIL highlighting shortage of Doctors, Para-Medics

Jammu, Feb 22: In a Public Interest Litigation (PIL) filed by RTI Activist Balwinder Singh wherein the petitioner has sought directions to the State Government to provide duly sanctioned staff in all the Health Institutions in Jammu Province as out of 259 PHCs, NPHCs and CHCs in the hilly and remotest areas of all the Districts of Jammu Province, 184 of them are running without Doctors and lacking the staff including the Medical Officers/ Consultants and Para-Medical Staff in Sub-District Hospitals, District Hospitals of entire Jammu Province; Commissioner/ Secretary to Govt. of J&K Health and Medical Education Department filed a fresh status report.
As per status report with regard to Doda District the total sanctioned strength of doctors is 223 and the Doctors in position are 170 and 41 posts are lying vacant. With regard to Jammu District the total sanctioned strength is 511 and the Doctors in position are 450, 49 surplus and 12 posts are lying vacant. With regard to Kathua District the total sanctioned strength is 278 and the Doctors in position are 191, 15 surplus and 72 posts are lying vacant. With regard to Kishtwar District the total sanctioned strength is 108 and the Doctors in position are 82, 08 surplus and 18 posts are lying vacant. With regard to Poonch District the total sanctioned strength is 212 and the Doctors in position are 141, 05 surplus and 66 posts are lying vacant. With regard to Rajouri District the total sanctioned strength is 251 and the Doctors in position are 152, 12 surplus and 87 posts are lying vacant. With regard to Ramban District the total sanctioned strength is 132 and the Doctors in position are 89, 13 surplus and 30 posts are lying vacant. With regard to Samba District the total sanctioned strength is 134 and the Doctors in position are 114, 05 surplus and 15 posts are lying vacant. With regard to Reasi District the total sanctioned strength is 113 and the Doctors in position are 60, 03 surplus and 50 posts are lying vacant. With regard to Udhampur District the total sanctioned strength is 201 and the Doctors in position are 133, 05 surplus and 63 posts are lying vacant. In the status report it is mentioned that overall sanctioned strength of Medical Officers, Consultants, Sr. Consultant, Dental Surgeon and Consultant Dentistry is 2163 and 1709 are in position and there is a shortfall of 454 vacancies.
The Division Bench comprising Chief Justice Gita Mittal and Justice Tashi Rabstan directed the Registry to list this PIL for consideration on March, 7, 2019 when the fresh status report filed today will be considered.
