Secy Education quashes DC Kishtwar's order on transfers of teachers | | | Asif Iqbal Naik Early Times Report Jammu, Feb 22: In a major snub to Deputy Commissioner Kishtwar, following ET report dated 14-2-2109 on his (DC's) attempt to encroach the powers of Chief Education Officer, wherein he had tried to interfere in the transfers and postings of the teachers in his district, Secretary School education has overruled his orders terming it violative of the State transfer policy. Secretary School Education vide Government Order No. 75-Edu of 2019 Dated 21-2-2019 stated that " DDC Kishtwar vide order No. DDCK/Edu-47/FY19/17350-55 Dated 6-2-2019 has constituted a committee to make proposal for transfer of teachers for his approval before affecting such transfers-whereas DSEJ has also called for a similar proposal for transfer of teachers from all CEOs of Jammu Division including District Kishtwar and transfer of teachers is the subject matter of School Education Department and are strictly being done as per transfer policy issued by GAD vide order No. 861-GAD of 2010 Dated 28-7-2010 and transfer policy of School Education Department issued vide Government Order No. 622-Edu of 2015 Dated 22-12-2015" read the order added that as such the order issued b DDC Kishtwar is violation of transfer policy of GAD and School Education Department. "In the above background, order issued by DDC, Kishtwar under endorsement No. DDCK/Edu-47/FY19/17350-55 Dated 6-2-2019 is hereby rescinded abinitio." Read the order. It is pertinent to mention that this is not the first instance when the incumbent DC Kishtwar has crossed the line that back fired at him. Earlier on 25-11-2017, the teaching and non teaching community of Education Department held a strong protest against DC Kishtwar over the suspension of Dy. CEO Kishtwar Javeed Ahmed Kichloo as well as against his alleged misbehavior and use of unparliamentarily language with the officer following which the then Secretary to Government, School Education Department Farooq Ahmed Shah vide order No. 962-Edu of 2017 Dated 25-11-2017 ordered revocation of suspension ordered by DC Kishtwar. The government while rejecting the suspension order of DC Kishtwar termed the decision as unilateral as the said officer is one of the senior officers of the department and action of DC Kishtwar had the potential of creating Law and Order problem for the government due to protest by the teaching community. |
