Misappropriation of funds in integrated watershed management program
Majority of works lie on paper only, VO enquiry demanded

POONCH, Mar 28: Brazen financial irregularities have been reported in integrated water shed management program in Poonch district during the last three years as tainted Project Officer running the affairs of the project has been accused of huge misappropriation of funds.
Sources within the department said when a RTI was filed to know the activities being carried out under the project, the PO out rightly violated the J&K RTI act by denying information, fearing exposure of his misappropriation of funds.
Sources within the office of Project officer told Early Times that the PO remained absent mostly and whenever he came to office, he withdrew money for works which were never executed.
According to them, the said officer was involved in brazen corruption. They also said that when senior officers of the project visited Poonch, sometimes back, the said P.O greased their palm and they went back without investigation the works.
In IWMP-1, lot of bathrooms were shown as constructed but approximately cost of each bathroom shown on paper is different. One toilet bathroom was shown as constructed in Panchayat Phagla under EPA activity at a cost of Rs 1,16,000 and another toilet bathroom was shown as constructed in the same Panchayat at Rs 1,78,000. Another bathroom at Mohalla Qumaran Sangal was constructed at a cost of Rs 75,000 while another bathroom at Gountal upper at a cost of Rs 50,000. So, such a variation in actual cost clearly indicates massive frauds committed by the said PO. Massive funds were withdrawn in the name of protection walls but the exact locations have not been shown on paper, pointing towards a massive corruption.
On the name of horticulture plantation cost of material and carriage charges at various panchayats, massive funds were withdrawn but the said PO has not provided minute details and photograph of each activity. Sources said that the said Project officer had given massive setback to state exchequer with his foul plays. People have demanded a ground enquiry over the claims of the department that all the works were existing on the ground.
