CEO Poonch fails to implement ABL, Parvaaz schemes | Books worth crores gather dust in offices | | Rajesh Tandon

POONCH, Apr 3: Despite huge flow of funds in Education Department to improve quality education in Government Schools in Poonch district, the Chief Education Officer Poonch has failed to implement various schemes on ground causing huge loss to the government exchequer. Teachers organizations have strongly criticized the CEO Poonch for not taking interest in teachers genuine issues and various schemes which have been started to bring quality education in the district. It is pertinent to mention here that The State Education Department has signed an MOU with the "Pratham Education Foundation" (an NGO) to upgrade the quality of education upto elementary level by applying Activity Based Learning (ABL) and for this huge funds have been released to train teachers in English, Maths and Hindi/Urdu languages. Over 1500 teachers have been trained for the purpose. Official sources disclosed that every teacher who attended the training had to be given Rs 120 per day during the five day programme under Activity Based Learning but not even a single penny has been paid to them. Mohinder Bali, District President All Jammu, Kashmir and Ladakh Teachers Federation alleged that the chief education officer Poonch has failed to implement all the schemes which have been started to upgrade the education standard in Poonch district. Activity Based Learning books under Parvaaz scheme have not been distributed among the students even after 8 months of training and are gathering dust in CEO office. Teachers have not been paid their due of the training they attended. He further alleged that the department has been passing through an official vacuum as most of the posts of ZEOs have been lying vacant and Principals of Higher Secondary Schools were given additional charges, who are unable to do justice with both the assignments. He demanded intervention of higher authorities for implementing these schemes. Vijay Bhagat, Chief Education Officer admitted that he was not aware of all those schemes and assured that he would take necessary steps to implement all the schemes in letter and spirit. |
