Kishtwar killings: Intelligence network smashed during BJP's tenure

Early Times Report
Jammu, Apr 11: The three major recent acts of terror in Kishtwar District in last five months viz Parihar brothers killing, snatching of weapon from PSO of Deputy Commissioner Kishtwar and recent killing of top RSS leader Chanderkant Sharma and his PSO in broad day light has shaken the foundation of the security establishment as well as the administration.
The agencies have failed to assimilate how terrorists attained firm ground in Kishtwar town and its adjoining areas and successfully carried out terror related activities and managed to escape at will after committing the crimes.
The aforementioned terror incidents that shook the nation have highlighted the failure of intelligence network during the four year tenure of BJP.
Kishtwar District which is known for its communal sensitivity had witnessed a strong intelligence network in past where advance inputs were shared with various law enforcing agencies including an advance input of communal violence on Eid day in 2013 and it was local intelligence that helped the security forces to eliminate several top ranked militants beside arrest of several OGWs.
The drop in local intelligence began soon after BJP won the election from Kishtwar constituency beside this Dr. Jitendra Singh had already established his feet in the Prime Minister Office as the local BJP carder instead of looking forward for strengthening the local intelligence units in Kishtwar District launched a witch hunt against the officials including lower constabulary by ensuring their transfers only to adjust blue eyed persons who helped and supported the party in winning the elections.
The continuous political interference finally collapsed the local intelligence as a result of which the terror groups strengthen their base in Kishtwar town and its adjoining areas.
Another aspect in the failure of Kishtwar security agencies is prevailing corruption in the police department where senior police officers were found directly or indirectly involved in corruption in the name of bovine smuggling and sale of narcotics, where murder cases were diluted for money, and large scale suspensions and transfers of lower constabulary were allegedly done by the officer at behest of the politicians.
