| In the 10th Anniversary Edition of 'RISING KASHMIR', Shujaat Bukhari wrote in his 'Editorial Column' that the most challenging factor of a Journalist in Kashmir is to live. He proved the truth of his statement on 14th July, 2018 on the 'Eve of Iftar' when he was killed in his own office room at Srinagar being 'Shot Down' unknown assailant.
Shujaat Bukhari himself throughout his life spoken 'Peace Talk's' side by side he also flourished the temperament of Kashmiris in his 'Articles'. He spoke very clearly that 'Hanging of Afzal Guru' enrage the Kashmir Valley to great extent. He was vocally in favor of withdrawing 'Armed Forces Special Powers Act.' (A.F.S.P.A.) from Kashmir. Shujaat Bukhari one of the most vocal criticizer the 'Kashmir Policy of Modi Government' but he welcome ceasefire during 'RAMZAN' in 2018. But Shujaat Bukhari was killed during ceasefire in Kashmir 2018. He firmly believed that solution of 'Kashmir Problem' did not solve without discussion. He was deadly against 'Modi Policy of Blood and Iron' in Kashmir. He wrote several times in his Articles 'Kashmir Policy in Delhi' is wrong from beginning, it has reached at the extreme. He believed this Policy would invite danger at the same time, he also believed that the action of the 'Terrorist' would bear no fruit. Shujaat Bukhari continuously his work expresses his opinion freely in the turbulent valley. He was impartial, which is rear in todays Kashmir. He had been receiving threat of life for a longtime. He survives Three Attacks by chance. But it was not possible in 2018. For last few years every day Security Forces Personnel were being killed in the Kashmir Valley among with Common People but in the case of Journalist it was long after. Hearing the news of his death many people said that it was the 'Death of Free Voice'.
One of the last 'Tweet of Shujaat Bukhari' before his death was - "In Kashmir we carry on Journalism with full respect. We keep touch with the soil in every moment." In fact the self is power want that Journalists of Kashmir and the Nation as well be subdued to them and express their opinion and facts according to their interest. This unholy alliance wants that General People of Society should have no relation in the soil of Kashmir. Only those in the name of Common People they could carry on Steam Roller of reparation but Journalist like Shujaat Bukhari do the opposite. They went to bring out the 'Truth'.
As Shujaat Bukhari did his work with self respect he did not spare Government of India, its Army, the State Government, supporter of Azad Kashmir, Pakistan, Pakistan back Extremist or the secret Terrorist Organization he exposed very clearly. The design of every party and their meanness, extreme negligence of Human Rights to speak of Human Rights for 'Seven Decades' nobody thought of the common Kashmiris and how their lives become miserable. Actually nobody heartily tried a 'Solution'. Because if the 'Problem' is solved there would be no crisis and no scope of fishing in troubled water on the pretend of 'Crisis'.
In 2016 the killing of Burhan Wani created a reign of terror in Kashmir. After a few months Shujaat Bukhari wrote - "The Terrorist know how to spoil human life by dint of terror". This Path is his language is 'Bullet to Bullet'. He said, "People of the Kashmir Valley some time fear in the Terrorist. Again sometimes they become sympathetic to them. But in spite of all this they try to keep safe distance from everything." In his next writing 'Bullet to Bullet' became 'Bullet to Pellet'. For some years he continuously wrote, "If Delhi does not look upon the 'Kashmir Problem' as a Political Crisis but try for a Military Solution there will be great danger." Having noticed Prime Minister Narendra Modi Kashmir on 20/05/2018 he wrote in 'RISING KASHMIR' on 25/05/2018 - "Delhi must treat Kashmir as a Political Problem and Modi again missed the point Politically". One year ago Narendra Modi said - "Two ways are open to Kashmiris now 'Tourism' or 'Terrorism'". Shujaat Bukhari repeatedly said that "Modism would not be able to solve the long standing demand of Kashmiris. Delhi must come to an understanding ". Naturally people like Shujaat Bukhari cannot live long.
Those who were against the 'Track II Diplomacy' View Shujaat Bukhari also admit that he had his own constructive approach to the solution of 'Kashmir Problem' and he always express his views fearlessly. Surely he was a critic of 'Government of India's Kashmir Policy' but at the same time he was strongly against the 'Terrorist Activities' in Kashmir. Naturally the Terrorist and the Separatist became angry with him and his name appeared in 'Hit List'. The Terrorist threatened him beforehand. He escaped danger threes now when it was known that such a person like Shujatt Bukhari was killed by the 'Terrorist'. Where is the point to suppress it? It is an attempt to diverted attention from the truth. If the killing of Gauri Lankesh be the act of 'Religious Terrorist Group', then being angry with the criticism and another 'International Religious Terrorist Group' can kill a Journalist like Shujaat Bukhari in the Ramjan month with the massage - "those who will not support them, we will be at stake in Kashmir".
On last 23/6/2018 Ex Minister of Jammu & Kashmir Government and Ex B.J.P. leader Lal Singh openly threatened the Journalists with dire consequences. He said - "they should try a limit of Journalism what to write and what not. Otherwise situation like Shujatt Bukhari will arise again and again". Incidentally this Ex B.J.P. leader brought out a procession in support of the accused in the 'Kathua Gang Rape Case'.
In the month of Ramjan in 2018 there was 'Cease Fire' in Kashmir. It was a 'Political Decision', the Indian Army was not happy. There was continuous 'Cross Border Firing' during the Ramzan month. Under the circumstances if the middle part or the path of conciliation is set aside. It will live only the two extreme side and then the solution will come up work cannot end and don't say 'Cease Fire'.
In this 21st Century Journalists cannot observe festival of 'Free Democracy'. For this 'Global Media Forum' (G.M.F.) the question of 'Press Freedom Index' arises time and again in the Index of Free Journalism of 'Reporters of without Border' India's position is 140 out of 180 Countries. In fact the Security of India Journalists is less than that of the Journalists of neighboring 'Nepal' or Terrorist ridden 'Afghanistan' in the same index of Press Freedom of 2019 Nepal's position is 100 and Afghanistan is 120.
In the India from the beginning believes in 'Democracy'. But still why free Journalism is still far away is a riddle. According to survey of 'Reporters without Borders' from Gauri Lankesh to Vijay Kumar Singh of 'Dainik Bhaskar', Navin Nischal, Sandeep Sharma is 'News World' and Tripura based Journalist Sudip Dutta Bhaumik or Shujaat Bukhari of Editor of 'Rising Kashmir' - clearly points out how much atmosphere of Terror with prevents in the meds of 'Freedom of Speech'. Journalists of different Countries raised the question in 'Global Media Forum', "Why Journalists are pointed out or attack in Sub Continent?"
Narendra Modi led B.J.P. Government has degraded 'Democracy of India' and is in World domain owing to the data released by 'Global Democracy Index' that has slipped to position 42 in 2017 from position27 in 2014.
The 'Human Rights' section of 'United Nation Organization' (U.N.O.) gave a very strong report regarding 'Kashmir'. It is said that there should be a strict enquiry regarding complains against breaking of 'Human Rights' in India and Pakistan Occupied Kashmir (P.O.K.) but when they tried an extensive enquiry neither 'India' nor 'Pakistan' allowed to do it. In the report there are a lot of complains against India, 'Arms Forces Special Power Act.' (A.F.S.P.A.) allows the 'Security Forces' to exit safely after working against 'Human Rights'. This Act. has been imposed in 'Jammu and Kashmir' for last 28 years. For so many years not a single 'Personnel Security Force' has been brought under the preview of 'Law Court' for breaking 'Human Rights' in Kashmir.
In the United Nations Report it has been said that from July, 2016 to August, 2017 'Pellet Gun' kill 17, injured 6,500 all Civilians. The large numbers of victims have become completely 'Blind'.
Secondly, in Kashmir no 'Citizen' in complain anywhere because of the Act. 'Armed Forces (Jammu & Kashmir) Special Powers Act. (A.F.S.P.A.) and 'Jammu & Kashmir Public Safety Act.' None can apple for the 'Breach of Human Rights'. It means there is no 'Safety Valve of Law' in Kashmir.
The State Human Rights Commission ordered investigation into the disappearance of arrested persons from the custody of Security Forces on 12th July, 2018. In fact 639 People disappeared the custody of Security Forces since 1989. But one 'Organization of Missing Persons' claims number to be few times grater - almost 8,000. They have been knocking many doors for long time in vain. Side by side in 2018 there were 760 Cases of 'Stone Pelting' as a result of Common People agitation.
U.N. Report also says that to stop agitation. 'Public Safety Act.' has been randomly use in Kashmir. This
'Law' was used against 75 Journalists, 76 Political Leaders, Opposition People and Protesting Commoners. In 2016 lots of non adults arrested. Report mentions making 'Farooq Ahmed Dar' a 'Human Shield' in front of Military Jeep. It has been said India is a part of 'International Treaty' regarding 'Citizen of Political Rights'. Where it is says that no Prisoner can be treated brutally but Kashmir has facing such treatment for long time.
This moment there are more than Seven Lakhs Security Forces deploying in Kashmir. Social Worker 'Mansoor Ansari' thinks in this respect Indian Armed Forces created record. As per 'Census 2011' in Kashmir there are 70 Security Personnel for every 1200 People. This ratio 70:1200 was never seen in U.S. Army dominated in Afghanistan. Mansoor Ansari demand in reality the 'Government of India' has deployed 'One Army Personnel' for 'Twelve Kashmiris'.
In the report of Human Rights Commission of United Nations by Commissioner Prince Zeid bin Ra'ad Zeid al - Hussein, it is said that between 2016 to 2018 in Kashmir number of People killed by 'Security Forces' and 'Terrorists' are 145 and 20 respectively. In Kashmir Valley demand has been raised to enquire into 'Mass Graves' and to 'Cancel' the 'Special Power Act.' of Security Forces. Zeid al - Hussein has said that Commission has been said in 'Geneva' to look after such complain. Side by side the present Secretary - General of United Nations Antonio Guterres has become vocal regarding 'Human Rights Violation' of Kashmir Valley. Of let Antonio Guterres has said that Zaid al - Hussein actually pointed out the views of United Nations.
In Human Rights report of United Nations it has been written - "It is necessary to take Political Steps to prevent recurring 'Violence' against the people of Kashmir Valley. Everybody should come to discuss". Not only that various reports of different 'Human Rights Organizations' also mention that the 'State Power' has killed Lakhs of Kashmiris in last few decades. Lakhs of People are still missing. Village after village Kashmiri Women call themselves 'Half Widow'. Actually they do not know whether their 'Husbands' were really killed or not. Incidentally in 2017 Danish Renzu a Film Director made a Film named 'Half Widow' in this subject. 'Extreme Nationalism' has thrown away 'Kashmir' to a great distance. The problem has become more complicated. 'Kashmir' is now not a 'Land of Paradise' but it is a 'Land of Trauma'.
The 'Report of United Nation' has also said in Kashmir Valley the Pakistan Army is continuously backing the active 'Terrorist Organization'. The complaint of violating in Human Rights has also been raised in Pak Occupied Kashmir (P.O.K.) and 'Gilgit - Baltistan'. United Nations advises both India and Pakistan to obey the 'International Law' and maintain 'Maximum Restraint'.
After publication of this U.N. Report 'Indian Foreign Department' has strongly rejected it as it is against the United Nation Policy of 'Zero Tolerance' regarding 'Terrorism'. In spite of that when this 'Procession of Death' in Kashmir Valley will end and if there will be an 'Amicable Settlement' of the problem - Indian Foreign Department, Defance Department and Home Department are 'Silent' on the question.
Even after 70 years of Independence this 'Silent' stand of the Government of India toward Common People of the Kashmir Valley is nothing but a 'Farce'. |
