When will Rs 3.23 Cr Doda Truck Terminal start operations? | Locals demand ACB probe | | Early Times Report doda, May 20: The locals have demanded probe into alleged embezzlement if funds during construction of truck terminal in Doda which remains un-operational. Inspite of spending such a huge amount on the construction of this terminal the authorities are unable to start operations from there. There are allegations that work done on the project is not of good quality and starting the project may expose the irregularity. As reported already Department of Urban Local Bodies Jammu some years back had invited tenders for construction of truck terminal building at Akarambad area of Doda in order to reduce traffic congestion in the town. Initially the work was allotted to a contractor for Rs 1.50 crores approximately, but vide Government order No: 49 HUD of 2019 Dated 31.01.2019, post facto administrative approval was given to enhance the project cost to Rs 323.56 Lakhs (which means 3.23 lakhs 56 Thousand only). "Inspite of spending so much money on this project , the truck terminal is yet to be operationalized. The work done on the terminal is not of a good quality as there are several cracks on the retaining walls and breast walls. We the local residents of Doda appeal State Anti-Corruption Bureau to probe this scam " said Manzoor Ahmad a local resident of Doda Sources say that work on this terminal was taken up without proper site survey at time of preparation of DPR and before commencement of work for construction of the truck terminal resulted in delay in completion of work despite expenditure of Rs 1.50 crore and doubling of its cost to Rs 3.23 crore. Pertinent to mention that project for construction of truck terminal at Doda was sanctioned in 2011-12 for providing separate parking space for trucks and tippers and loading/ unloading of goods in order to reduce traffic congestion in Doda town. The ULB Division-II Jammu got the DPR prepared for geo-technical and architectural design, for an estimated cost of Rs 1.60 crore which was accorded administrative approval. Then the same was enhanced to 3.23 crores early this year. An amount of Rs 1.60 crore was released during 2012 to 2016 by the ULB Jammu for construction to the executing agency with completion period of nine months. During execution, the site of the building was shifted to lower contours due to which quantities of various items of work like earthwork, concrete and back filling of earth got increased and work up to only roof level could be completed after spending Rs 1.50 crore. Sources further informed that the ULB division-II submitted revised DPR at the cost of Rs 3.20 crore which had not been approved for a long time and finally got administrative approval early this year but inspite of lapse of 3 months , no development is seen on the ground. As reported already several local political and social leaders have been demanding ACB / vigilance probe into this project but authorities especially the Administrative Department HUDD is not handing over this case to ACB for probe |
