Amit reviews MVD functioning, visits IDTR construction site | | |
Jammu: Amit Sharma, Special Secretary to Government, Transport Department with additional charge of J&K Road Safety Council took a comprehensive review of the functioning of the Transport Department alongwith conducting a field visit of the construction site of Institute of Driving & Traffic Research which is first-of-its-kind coming up in North India during last couple of days. The review meeting was chaired by Special Secretary from Transport Commissioner Office complex, with the presence of Additional Transport Commissioner Gurmukh Singh, RTO Jammu Dhanenter Singh, Assistant TC Swarn Singh and others in the meeting. Rest of the RTOs/ARTOs and related staff attended the said meeting through Video Conferencing to share the progress and their issues with Amit Sharma.
The focal point of the review meeting led by Special Secretary Transport Amit Sharma was to make Motor Vehicle Department Offices in all 22 districts fully functional and various requisite measures were discussed to ensure that the general public does not suffer for want of services of Transport department which comes under the ambit of essential services category. Special Secretary Amit Sharma took a District-wise Review and appreciated the efforts of all those ARTOs who have done extra efforts to keep their office functional all through last month inspite of challenges, with the usage of innovative methods such as creation of temporary work stations with NIC connections through respective DC offices or operating offices from alternate safe locations in DC Office complexes, etc. particularly in Kashmir division. He also complimented ARTOs of Leh and Kargil for keeping offices fully functioning all through last month and giving good revenue collections. Amit assured that all efforts are being made to restore proper services of various RTO/ARTO Offices spreading across the length and breadth of J&K.
Most of the ARTOs expressed apprehension before Special Secretary Amit Sharma regarding recent SRO 492 issued by the Government relating to 9% Token Tax to be charged from vehicles at the time of registration. Right from RTO Jammu to most of the ARTOs mentioned with a concern that the registration process in their respective jurisdictions have almost come to a halt due to sudden enhancement in the rate of registration and the the Government needs to revisit it and take all concerns into consideration to end this stalemate. Apart from this, Special Secretary Transport Amit Sharma directed all MVD officers to hold regular Awareness Camps, Medical Camps for Drivers/Conductors and also the inspect working of Driving Schools apart from laying special focus on the issuance of Fitness Certificates and strict implementation of Speed Governors in all kinds of Vehicles plying in the hilly districts of J&K.
Apart from this, Special Secretary Amit Sharma alongwith RTO Jammu and Additional Transport Commissioner yesterday visited the construction site of Institute of Driving and Traffic Research (IDTR) which is coming-up in a big campus of almost 90 kanals in Balwal and Barn belt of Jammu wherein professional training shall be imparted for commercial and non-commercial driving with simulators and huge driving test campus shall also be there. During the visit, Amit found from DGM JKPCC Pankaj Sawhney who is leading the site construction here that the work is going-on in full swing and the construction team assured him that the work of the whole complex shall be completed by December 2019 and it shall be handed over to the Transport Department. He also disclosed to Special Secretary that the Driving School drawings are being shared with Maruti Udyog Limited who is collaborating with Government in the launch of this state-of-the-art facility in the form of this Institute which is a novel concept in whole of North India and is supposed to attract lot of attention especially from those aspirants who intend to learn professional driving skills here.
Amit concluded his tour with these reviews and filed visits and advised the field officers to exhibit total professionalism while discharging their duties and he further disclosed that more such review meetings shall be held soon under the chairpersonship of Asgar Samoon, Principal Secretary to Government, Trasnport Department so as to assess and ensure smooth functioning of the department across J&K. |
