PDD employees start three day lockdown
9/24/2019 9:12:13 PM
Early Times Report
Jammu, Sept 24: The employees of Power Development Department today started their three day lockdown against the corporatization of the department.
The employees as per the three day programme of PEECC today held protest demonstrations across Jammu and Kashmir province against the unilateral move of the Government to operationalise the Corporatisation and Unbundling of the department, without involving the employees who as major stake holders are apprehensive of the move of the Government. It is pertinent that service issues of 31000 plus employees is at stake as government has failed to assure in terms of a detailed transition plan by publishing the same for the knowledge and perusal of the employees.
Like the corporatisation of State Transport department, witnessed the miseries inflicted upon the government employees deputed to the State Road Transport Corporation for their salaries, gratuity, leave salary, regularisation, the corporatisation into companies of power development department could repeat the same. It will be detrimental to the sources of employment and promotion prospects of youth of the state.
The Employees while raising slogans against the move of the Government called for immediate shelving of this corporatisation as this is against the interests of employees, daily wagers, need based employees. The dailyagers and need based employees who have served for more than 20 years to the department have been awaiting regularisation and corporatisation could lead them into severe crisis and could be retrenched by companies.
Er.Jaipal Sharma ,Chairman PEECC expressing displeasure over the composition of the committee constituted vide Govt. Order no-164-Pdd OF 2019 dated-20/09/2019 to prepare a comprehensive proposal for apportionment /reorganisation of Jammu and Kashmir Power Development department between UT of Jammu and Kashmir and UT of Ladakh.
They held that the members of committee have been chosen selectively to toe the Line of the unilateral move of the Government. It is beyond the realms of sane understanding that the members retiring even before the set deadline of 5th October for submitting the proposal are chairing and other majority of members of the committee are also retiring within six months, which speaks volumes about the seriousness of Government to address the concerns of the agitating employees and cast aspersions on involving the relevant stakeholders in a transparent manner who have serve the department over next 30 years.
It is pertinent to mention that the committee under the garb of only one particular class of people has been chosen to make the employees in general to believe that this committee is having all cadres of employees on board. Whereas as per official figures 16141, 10000, 1100 employees belonging to executive cadre and PDL/Need based employees and NPS cadres are respectively in the Overall sanctioned strength of 31000 in Power Development department. These cadres have completely been neglected and there is no representative from them in the committee.
The PEECC strongly questioned the intention of the Government and asks for a re-constitution of the committee involving employee representatives from all cadres of the employees which can be addressed by taking on board the Power Employees and Engineers coordination committee who have been agitating relentlessly for safeguarding the interests of the employees.
The members from Power Employees and Engineers Coordination committee -PEECC appealed Power Employees from all over Jammu Province to make ' Jammu Chalo" call scheduled for 26th September 2019 at Chief engineer, EmRe canal road Jammu successful.
