VLW to Commissioner Secretary M D Khan made fortunes of many through back door channel

Jammu, Sept 24: Rather than serving its purpose the State Procurement Supplies and Marketing Agency (SPSMA) facilitated backdoor 'temporary' appointments and subsequent regularisations, especially during the tenure of controversial Managing Director M D Khan, who had been booked by Crime Branch for tempering his date of birth.
Sources in the agency informed Early Times during his stay Khan has regularised services of atleast half a dozen contractual and need base workers.
"The agency was established by state government in 1975 for procurement purposes and presently the SPSMA has strength of 30 officials including some officers. It could not serve its purpose, and later it was made a subsidiary of Panchyati Raj and Rural Development Department", sources said, adding that the agency has two rented offices in both capital cities of J&K.
They alleged that the company remained defunct since its inception, for the non-performing agency state government is paying huge amount every year. "Salary for officials engaged in the agency is being paid by the State Government, annually atleast Rs 5 crore is being spent by the agency as salary and other expenses", they said.
"M D Khan, CEO and Managing Director of the agency made some back door appointments and had also regularised some of the contractual and need based workers on his own", they said, adding that he had also appointed his daughter in the agency.
"Khan engaged his daughter as Supervisor in the agency himself as chairman of the selection committee", said an insider, adding that Khan the then Commissioner/Secretary to the Government, ARI and Trainings Mohammad Mehraj-ud-din Khan was last year arrested by the Crime Branch for fudging his date of birth in his service records.
"He 'miraculously' started his career as Village Level Worker (VLW) in RDD and reached to top post and finally arrested by the CB", they said, adding that though the Crime Branch is minutely studying his case, a thorough probe need to be conducted in SPSMA during his stay.
"Under the patronage of Kashmiri leadership Khan made his fortunate, but his misdeed come to an end only during Governor's Rule in J&K, we further appeal Governor Satyapal Malik to order a high level probe into back door appointments scam in the agency by tainted VLW turned Commissioner Secretary Mohammad Mehraj-ud-din Khan", they added.
M.S. Choudhary, CEO and Managing Director, State Procurement Supplies Agency, Rural Development Department, J&K could not be contacted for his version over alleged regularisation of back door appointments in the agency, despite repeated calls on his number.
