Jammu, Oct 4: Despite demarcation of land for construction of 100 bedded Schedule caste girls' hostel at Government Degree College Samba, the Social Welfare Department (SWD) is adamant to release Rs 274 lac while the sanctioned amount is Rs 325 Lakhs for the construction of same.
It is pertinent to mention here that in year of 2013 the SWD had announced that 100 bedded girls' hostel would be constructed in Samba with the estimate cost of 325 lakhs and work of construction of said hostel was allotment to Jammu and Kashmir Housing Board (JKHB) but due to adamant attitude of Social Welfare Department to release allocated funds, the fate of hostel is still not started.
Well placed sources in department said that the proposal of Scheduled Caste girls' hostel was moved by Department of Social Welfare to Ministry pf Women Child and Development (MoWCD) with Detail Project Report of Rs 325 lakhs in and the ministry concerned has gave its nod for the construction of the same but the official at helm of affair of SWD has denied to release the same amount, consequently the executing agency (JKHB) in not in mood to start work on lowest cost of Rs 274 lakh proposed by Development Commissioner Works of Social Welfare Department.
"Given the nonchalant attitude of official of social welfare department, the girl students of deprived section of the society has been at receiving end to get the benefit of the said hostel", sources added.
Sources further said that like girls' hostel at Samba, the same department had also announced the construction of same hostels at Reasi and Kisthwar that have been reached at finishing stage but the only Schedule Caste girls' hostel Samba is nowhere in sight due to adamant attitude of official concerned.
"However, the inordinate delay in construction of girls' hostel in Samba was raised by then MLA and former minister of Health and Higher Education Dr. D K Manyal at the floor of Assembly during Budget Session of 2018", said an official while wishing anonymity and added that the then ministry concerned of Jammu and Kashmir gave assurance to MLA DK Manyal that the work would be started soon and in this regard nearly four Kanal piece of land was also allocated in GDC Samba but after lapse of sufficient time, the department of social welfare is at loggerhead with executing agency over fixation of hostel cost", said an official while wishing anonymity.]
