Affected people visit GMC Jammu, Associated Hospitals | Jammu witnesses steady increase in substance related disorder patients | | Jehangir Rashid Early Times Report srinagar, Oct 29: The Jammu region of Jammu & Kashmir state has witnessed a steady increase in the people affected by substance related disorders and these people have been visiting the different hospitals falling under the jurisdiction of Principal Government Medical College (GMC) Jammu. As per the data made available through the policy document for drug de-addiction for Jammu & Kashmir, the number of such patients visiting the Out Patient Department (OPD) in the various associated hospitals of GMC Jammu has witnessed an increase over the past five years or so. As per the database of GMC Jammu and associated hospitals, the number of patients visiting OPD with substance related problems was 2122 in 2014-15. This number increased to 2278 in 2015-16 and 2354 in 2016-17. During the financial year 2017-18 the number of such patients was recorded as 2398. The database said that number of patients with substance use disorders admitted in the year 2014-15 was 46. This number rose to 55 in 2015-16, 55 in 2015-16 and 66 in 2017-18. The database is silent with respect to 2016-17 since no figure has been provided for the same time period. All these patients were treated in the in-patient department (IPD) of the de-addiction centre of GMC Jammu. The draft policy document said that data from Jammu provided by Jammu & Kashmir State Aids Control Society (JKSACS) indicated that 735 Injecting Drug Users (IDU) are registered with targeted intervention project run by JK Society for Promotion of Youth and Masses (JKSPYM). The target was to register about 500 IDUs which has been crossed by more than 200 as of now. Jammu based De-addiction Centre, Mashwara International Register of Certificated Auditors (IRCA) reveals that Drug De-addiction services were provided to 212 patients in the year 2015-16 and to 210 patients in 2016-17. The number of patients treated in 2017-18 (upto November) was 202. It would be in place to mention that policy document for drug de-addiction for Jammu & Kashmir was approved by the State Administrative Council (SAC) on January 10, 2019. Following this Principal Secretary, Health & Medical Education Department, Atal Dulloo issued government order 41-HME of 2019 for the adoption of 'Drug De-addiction Policy in the J&K State'. The policy has been divided into eight chapters and it encompasses different facets of drug addiction and provides solution to this glaring health, social and financial problem. It has highlighted the role of as many as 13 government departments as well as agencies to tide over the drug addiction problem. The draft policy document has said that Jammu & Kashmir has witnessed steep rise in the burden of physical, mental and substance use disorders over the past two decades. It says that studies conducted in recent years have shown an alarming shift in the pattern of substance use in terms of rise in the number of female users, decreasing age at first use, increasing use of solvents, inject able opiates as well as increasing drug related deaths (over dose and accidents). |
