Jammu, Oct 30: Facing enquiry for violating service rules and allegedly facilitating encroachment on forest land, a Forest official has been promoted and posted in same place by the department.
Sources in NGFOA told Early Times that they have contended the decision of promotion of the officers in question.
"In the month of June, shops were raised on forest land in Khasra No. 992 compartment No. 254/S near JNV School village Samote, which were demolished by forest department, having market value of land in crores. For negligence in duty and connivance in act, concerned Samote Block Officer (Forester) Ishaq Khan was attached in CF West Circle office vide Forest order No. 08 of 2019-20 dated:- 21-06-2019. Encroachers of forest land has filled petition in Tribunal at Jammu stating that there is a report of Block Officer Samote Ishaq Khan wherein it has been held that land is proprietary land of petitioner", sources in NGFOA said.
They further said that Act of Ishaq Khan was totally against demarcation record and interest of forest department. Moreover, Deputy Commissioner Poonch has also stated that Khasra No. 992 village Samote is forest land under jurisdiction of forest department. Surprisingly instead of taking strong action against concerned staff, vide Govt. Order No. 337-FST of 2019 at S. No. 9, Ishaq Khan has been posted as I/C Range Officer Haveli as a reward and bypassing the seniority in division.
They said in another major gross violation case, Ishaq Khan has not remitted compensation of two damage cases in government treasury. Moreover, CF West has requested higher authorities to revoke the govt. order of posting Ishaq Khan as I/C Range Officer Haveli and also directed the DFO Poonch to serve charges against Ishaq Khan for his negligence in duty and connivance in act and accordingly DFO has constituted a joint committee of DFO SF, DD FPF and RO Surankote to serve charges against Ishaq Khan in transparent manner on principle of Natural justice.
They said that further through proper channel, Three Forester of division office has submitted their representation stating that their seniority has not been considered while passing Govt. Order No. 337-FST of 2019 at S. No. 9, Ishaq Khan (Non KFC, Private DDR) who has been posted as I/C Range Officer Haveli.
"It is pertinent to mentioned here that name of Ishaq Khan does not fall in latest seniority list issued vide Forest Order No. 176 of 2019 dated 27-08-2019 with the Note that seniority of 77 DDR Forester including Ishaq Khan regularized under JK civil services (special provision) Act 2010 shall be fixed at appropriate place after the litigation on the subject is finally decided by High Court", sources said, adding that NGFOA has also approached the PCCF for revoke of order & PCCF has informed them that no such recommendation has been forwarded by his office and he has assured to take up matter with concerned authorities.
