Fate of probe committee unknown

srinagar, Dec 3: Eight months on, fate of committees framed in May this year to probe into wrong doings in various departments is unknown in Jammu and Kashmir.
Take instance, Government in May this year framed a Fact-Finding Committee after then Governor's office received complaints about alleged illegal allotment of dredging contracts in Kashmir.
The Fact-Finding Committee headed by Principal Secretary Housing and Urban Development Department was to probe irregularities in awarding dredging contracts and also look into the implementation of dredging contracts in River Jhelum and elsewhere by the Irrigation and Flood Control Department from 2010 to 2018.
A source in Irrigation and Flood Control Department said that Governor's office had received complaints about allotment of contracts in violation of the rules. "However the fate of the committee is still unknown. We don't know what happened to the probe committee," the source said.
Post 2014 floods, the government had allotted Rs 46 crore dredging project to be executed by a Kolkata-based firm.
"The committee was to probe on what based Kolkata-based company was allotted dredging contract in the Jhelum. The company missed multiple deadlines to complete the assigned task post 2014 floods," the source said. "Nothing has been done over these years, except dredging at few spots and refilling of patches of Jhelum's embankments, which were washed by 2014 floods," the source said.
There are also allegations about illegal awarding of dredging of Wular Lake contract to a company by the PDP-BJP government that was cancelled by Governor led administration last year.
A three member fact-finding committee was also constituted to start the probe into the irregularities in awarding contracts and appointments made in Projects Construction Corporation (PCC) and Public Works Department (PWD) since 2010.
The government framed the Fact-Finding Committee to examine irregularities in awarding macadamization contracts.
The committee was headed by Principal Secretary, Finance while Principal Secretary, Planning and MD, PCC were its members.
A source in Roads and Buildings Department said committee was tasked to probe any irregularities in awarding macadamisation contracts since 2010.
"The committee was to look into all appointments made in PCC and ensure that all irregular appointments are terminated and action taken against those responsible. The committee was framed in view of numerous complaints related to corruption in contracts in PCC and PWD," the source said.
Sources said there are allegations that construction works have been executed by awarding contracts on nominal basis in the PCC.
The official said that committee was constituted after the Governor's office received a complaint from a former vice-chairman of PCC that a former minister had allotted contracts to "blue-eyed persons".
The complainant had said that it was noticed that the minister on "verbal directions has allotted the prestigious and projects of highly importance to some blue eyed persons who do not have experience in the construction field without tenders or following the codal procedure".
