Seniority goes for a six in health department; juniors get promotion, seniors demoted
'Blue eyed boy' of Director becomes DNO, now posted as Deputy Director

SRINAGAR, Dec 25:The recent change of guard at Directorate of Health Services Kashmir has led to topsy-turvy situation as seniority has gone for a six with the juniors ruling the roost at the cost of denial of promotion to the senior officers of the department.
Sources told Early Times that a doctor despite being junior in the hierarchy has been given plum postings in the department ever since new Director has assumed charge of department in Kashmir division. The undue promotion of the doctor has been effected much to the discomfiture of the senior doctors of the department.
"Just few months back the new Director Health Services Kashmir appointed Dr. Bashir Ahmad Chalkoo as the Divisional Nutrition Officer (DNO). The promotion was unjustified since a public health expert is discharging his duties in the department and he was the apt person to be appointed on the post of DNO," said sources.
Sources said that Dr. S M Kadri should have been the responsibility of DNO since he is an expert in the field of public health. Instead of this the public health expert was appointed as Assistant Director, Rehbar-I-Sehat while as Dr. Chalkoo was given the all important assignment of DNO Kashmir.
"The DNO post is not a low profile one, but an important one since it establishes close rapport of health department with many other government departments. The DNO is a liaison officer since he or she liaises with government departments like Department of School Education and Department of Social Welfare. The officer has to look after the nutritional welfare of juveniles at juvenile justice development centres as well," said sources.
Sources said that Director Health Services Kashmir has showered yet another benefit on Dr. Chalkoo since he has been transferred and posted on the all important position of Deputy Director (Headquarters). A recent order issued by Director Health Services Kashmir has directed Dr. Chalkoo to join the department as in-charge Deputy Director (Headquarters) till the post is filled.
"Dr. Abdul Rashid, Deputy Director (Schemes) should have been given the prize posting of Deputy Director (Headquarters), but that was not to be. Dr. Chalkoo who has of late become blue eyed boy of Director Health Services Kashmir continues to be bestowed with undue promotion while trampling over the due rights of senior officers in the department," said sources.
Sources said that Dr. Chalkoo has virtually become Personal Assistant (PA) of Director Health Services Kashmir since he accompanies to him to the meetings and video conferences as well. Given this fact the job assigned to DNO has been severely affected with the complaints as well as grievances of the people getting un-noticed and remaining un-resolved.
It would be in place to mention here that Doctors Association of Kashmir (DAK) has time and again stressed that seniority should be maintained so that senior doctors are elevated according to their experience. DAK has said that while as seniority in the department was maintained over the past two years things have changed since the change of guard.
