Hard Zone Transfer Policy proves to be pick and choose affair | | | ANKIT KESSAR Early Times Report RAJOURI, Dec 29: The District Development Board (DDB) Rajouri in a bid to ensure stability in education sector in hard zones had framed a Hard Zone Transfer Policy. But the policy framed to streamline the system is now proving to be a pick and choose affair which is also violating several norms of main educational transfer policy. Hard zone transfer policy clearly defines that a teacher has to serve in a hard zone within the district for one year for once in whole service but it was seen in previous as well as recent transfers of teachers to hard zones on December 13 that some teachers, who have been transferred to hard zones have already served there. The affected teachers are from different zones and included Rajesh Sharma from Sialsui, Udhay Sharma from Rajouri, Ajay Kumar from Nowshera, Vishal Singh from Kalakote and Rakesh Sharma from Sunderbani. Main Educational transfer policy clearly defines that transfers should be ordered in first month of academic year i.e. in the start of new session in the month of April but recently transfers are ordered in December, which is peak month of the session. To ensure the stability of teaching staff in a school, transfer policy says that the minimum tenure of a teacher shall be of 2 years but recent hard zone transfers include premature transfers of teachers. Hard zone policy has not clearly defined hard zones. Thus the hard zone policy is itself ambiguous violating several norms of transfer policy. When contacted CEO Rajouri said that all the transfers are ordered according to policies framed by the department and in case where there is any error, we seek representations for modifications. |
