Despite spending crores, hundreds of Irrigation schemes still incomplete | | | Early Times Report Jammu, Jan 8: Despite spending crores, the Irrigation Department has failed to complete many irrigation schemes in the J&K, funded under Accelerated Irrigation Benefit Programme, which deprived the farmers to get its maximum benefit in overall growth of their corps. Sources in the department informed that huge funding was made by the center government under its flagship schemes of Accelerated Irrigation Benefit Programme (AIBP) in last one decade but the executing agency didn't take competition of these schemes seriously defeating the purpose of programme. "Many projects were completed after time overrun due to absence of appropriate monitoring mechanism which was not instituted to ensure that projects are completed on time within the approved budget," they said. They further added that during a review of the projects, it was found that over 300 schemes were due for completion and only dozen were completed in time and 80 after a time overrun of one to six years. "Around 100 irrigation schemes in Jammu and 5 in Kashmir had to be completed during review period but only 40 were completed at a cost of Rs 14 Cr with time overrun of one to four years while many remained incomplete," they said. They further informed that in order to face any action, the concerned department had always given excuse of non-release of funds for non completion of schemes in time but the fact that the inefficacy of department to spend funds timely and properly has led to stoppage of further funds from center. |
