Aftermath of ban on ad-hoc, contractual appointments in May 2019 | Engaged employees performing duties for eight months but without remuneration | | Early times report jammu, Feb 6: The Governor led state government had put a complete ban on the engagement of ad-hoc, contractual appointments in the month of May 2019 and since then those engaged in the departments have not been getting salary but have been performing their duties. The heads of the government departments have been taking the services of these casual, seasonal, ad-hoc, consolidated, contractual, need based and daily rated workers but have not been paying them salaries, impeding the routine life of these workers, who were already getting meagre salary of Rs. 6750 per month. The General Administration Department (GAD) in the month of May 2019, had issued a circular according to which no appointments should be made by any department against any post on ad-hoc or contractual or temporary basis. The GAD circular also reads, "any person appointed on ad-hoc/contractual/consolidated/ temporary basis after the imposition of ban on such engagements (i.e. on or after 29.04.2010) in contravention of the provisions of the Act shall forthwith cease to continue; (ii) any person engaged as casual/seasonal/need bases worker after imposition of ban on such engagements (i.e. on or after 17.03.2015) without specific approval of competent authority or without following due procedure shall also cease to continue forthwith. According to the circular in the event of failure to comply with these instructions, the concerned officer(s) will be held personally responsible and the amount due or paid to such irregular appointee(s)/engage(s) shall be recovered from the personal emoluments of the officer(s) concerned who had made/continued such engagements(s) in violation of the rules, orders or codal procedures, besides the termination of all such irregular appointment(s)/engagement(s). Over 20 thousands contractual, seasonal workers have been engaged in various departments after the year 2015 but they have been denied the salaries. "We have been performing our duties at Sidhra Golf Course for the last over five years but since the GAD Circular, our salaries have been stopped by the heads, which is totally unfortunate", a contractual employee said, adding that only the poor people have been engaged as contractual workers or seasonal workers and government should release their salaries as in very difficult circumstances, they have been earning bread and butter for their families. They have appealed the government to consider their demand and release their salary as it was totally unfortunate that those engaged between 2010 till year 2015, have been getting salaries but salary has been denied to only those who were engaged after 2015, which is totally unjust. |
