Anantnag, Mar 6: A group of doctors and paramedics of Government Medical College Anantnag have visited foreign countries without seeking permission from the administrative department, Early Times learnt today. Sources revealed that the doctors and paramedical staff including nursing staff visited foreign countries without seeking permission from the administrative department. “The staff at Government Medical College Anantnag is making mockery of the system. Doctors and paramedical staff visited foreign countries and performed Umrah but ironically they didn’t bother to seek permission from the competent authorities of Health Department or from General Administrative Department,” an insider told Early Times. He claimed that the doctors and paramedical staff working at Government Medical College were openly violating the guidelines and the top officers at GMC Anantnag instead of taking action against the erring staff were actually shielding them. The Jammu and Kashmir had directed its employees to seek prior permission from the competent authority before visiting any foreign country on private tour. As per circular, finance department vide U.O. No.A/9(77)-85 dated June, 14 2012 had earlier conveyed to the General Administration Department that the station permission for proceeding outside country on private affairs, may be granted by the administrative department in the same manner as leave outside the country is taken with station permission granted by the concerned administrative department on private affairs for example, while performing Hajj or Kailash Yatra or even for foreign tour. “However, need has been felt to circulate the advisory for general information of all the departments. Accordingly, it is advised that the applications for grant of station leave permission to visit outside the country on private affairs shall be decided by the concerned administrative departments. The state government employee, who intends to visit a foreign country on private affairs during the period of leave, he should seek prior permission of the competent authority to leave the station. While deciding such applications, the concerned authority shall keep various factors in view. Permission may be denied in the interest of security,” reads the order. The circular said that the “individuals facing investigation/ inquiry on serious charges, which may try to evade apprehension by police authorities, or facing the inquiry, may also not be permitted to leave the country. However, the requests of employees shall be dealt with expeditiously and permission shall not be denied/ delayed in genuine & justified cases. The departments shall bring these instructions to the notice of their subordinate offices as well.” ] |
