Cop manhandles ITI employee on duty, police reluctant to lodge FIR

POONCH, June 7: A workshop attendant of Government Industrial Training Institute (ITI) Mendhar was allegedly manhandled and obstructed from doing his duty by a police constable at Sangala Chowk on June 4.
The workshop attendant, Majid Ahmed Khan has submitted a complaint to police in this regard.
Superintendent of Government ITI had constituted an office level committee to make a preliminary inquiry and sought registration of FIR in the matter.
That fact finding committee comprised Fazal Hussain (Senior Faculty Member), Mohd Shakil (Vocational Instructor), Abdul Hamid (1/c Store Keeper), who visited the spot (Sangala Chowk) and conducted enquiry regarding the incident.
During the inquiry it was found that two employees namely Majid Ahmed Khan s/o Mohd Bashir Khan, work shop attendant-cum-driver presently performing his duty as driver at Transit base Camp JNV Surankote by the order of DM Poonch and Zulifqar Ahmed Gardner both were on way to Chungan Nakar, Dhargaloon for conducting mechanical report in compliance to the docket dated 03/06/2020 received from SHO Police Station Mendhar of Tata Sumo bearing registration no JK12-1978 and second docket dated 03/06/2020 for vehicle No JK12A-1302 respectively.
The vehicle they were travelling in was having valid permission of Deputy Commissioner Poonch amid they were intercepted at Sangala Chowk by police team and Majid Ahmed Khan was asked to show valid permission to Police Officer on duty there but suddenly a constable namely Mohd Sikander came from backside and started thrashing him without any reason.
Driver Majid Ahmed Khan requested him that he was a Government employee and performing his official duty but he did not listened anything and started humiliating and thrashing him in presence of several people, and restrained him from performing official duty and wrongfully detaining him, the report said.
The team has conducted an independent inquiry in which it was found that the above mentioned constable had a habit of assaulting drivers, the report said, adding it also came to know that a false FIR No. 0113 dated 04/06/2020 had been registered against him without conducting preliminary investigation.
Moreover, committee expressed surprise over inaction of police which has not lodged an FIR against the erring cop who thrashed a government employee in full public view and instead police lodged FIR against the driver.
Meanwhile, when contacted SDPO Mendhar Neeraj Badyal told Early Times that police has lodged a complaint against the driver who allegedly did not respond to Naka party and allegedly misbehaved with cops. Still the case is being investigated and we have received a complaint from Superintendent of Government ITI against police for manhandling driver Majid Khan which will be looked into, SDPO added.
