6-years on, School Education Deptt fails to conduct DPC | In-charge lab assistants, junior assistants, library assistants await regularization since 2014 | | Early Times Report
Jammu, June 17: School Education Department concentrating on accommodating the kith and kin of the influential people and not conducting the Departmental Promotion Committee meetings for the past six years has triggered unrest within the department. According to the documents in possession of Early Times around 200 Class-IV employees in the School Education department including lab bearers, library bearers, peons and other Class-IV were promoted in the year 2014 as in-charge lab assistants, junior assistants, library assistants and on some other posts but the confirmation of the regularization on the posts were subject to the conduct of DPC. As per SRO-166 of 2005 and SRO-124 of 2006 issued by General Administration Department (GAD), the government departments have to conduct DPCs twice a year first in the month of January and second in July month of each year. But for the last over six years, the School Education department has not been able to successfully conduct the DPCs due to which these promoted employees have been deprived of the benefits. “They are only getting incharge allowance but no benefit on account of their salaries or other financial benefit”, Neeraj Sharma, President Jammu and Kashmir General Line Teachers Forum said. He further said that in the year 2018, the Chief Education Office Jammu issued a promotion list of teachers according to which placement orders of 46 laboratory assistant as I/C teachers in their own pay and grade were issued vide order number 1834/CEOJ of 2018 dated 11/07/2018 but names of 20 laboratory assistants were dropped by the CEO for the promotion to the post of teachers. “It was on the pretext that the confirmation of Lab Assistants were still pending”, Neeraj Sharma said, adding that the department that has failed to conduct the DPC. “At the same time, some junior were promoted to their next level but not the seniors,” he added. The School Education department had to conduct DPC but despite repeated intervention of the Advisors to Governor and senior officials, nothing has been done till date. “We had called on then Advisor to Governor Khursheed Ganai as well as the Advisor to LG Farooq Khan. We met Director School Education Jammu on many occasions but to no avail”, the teachers said, adding that after the intervention of higher level of officials the department started the process to conduct DPC around two years back but it has not been completed in the last two years. The officials at Director School Education Jammu office claimed that the Chief Education Officer Jammu didn’t send the records. “But it is the responsibility of the DSEJ to get records from CEO and not the responsibility of the employees to furnish the records”, the aggrieved employees said, adding that the officials were more interested to effect transfers but least interested in conducting the DPCs, which is very unfortunate. Chief Education Officer Jammu Kulbeer Singh said that some of the employees were promoted on the directions of the Court. In the meantime, some of the Rehbar-e-Talim teachers were also adjusted against the vacant posts. He further said that though the DPC meetings were held but due to non-clearance from the Committee, the employees were not regularized against the posts. He further said that he has initiated the process and hoped that soon the issue would be resolved. Director School Education Jammu Anuradha Gupta didn’t pick up her phone for comments. |
