FAI nominates Kathua for equipment grant under Khelo India, ignores Jammu | | | Early Times Report
Jammu, July 28: Ignoring fencing hub Jammu district, Fencing Association of India (FAI) has nominated Kathua district for equipment grant under ‘Khelo India’ scheme on the “recommendation” of the Jammu and Kashmir Amateur Fencing Association thus inviting criticism from professional coaches and fencers sweating hard since years in regular training sessions here. Reliable sources here told UNI that fencing is being played for the past so many years in Jammu district and it was only in the beginning of 2020, fencers were allotted exclusive hall for training, adding, “fencing was never a popular game in Kathua district as in Jammu and many fencers have brought laurels to J&K from this district in national and international level.” “It was unfortunate that instead of strengthening the existing infrastructure and giving wings to result oriented fencers, who have been practicing the sport since years, the FAI on local fencing body’s “recommendation” has neglected Jammu and chose Kathua district,” sources added. A senior official in the J&K Sports Council pleading anonymity told UNI, “only last year, indoor hall was introduced in one of the tehsils of the Kathua district and it is still to be made functional completely. We do not even have appointed a fencing coach in the area,” adding, “Jammu is hub of fencing. FAI should have focussed the Jammu district, which is giving results instead of Kathua, which does not meet the requisites of releasing the grants.” As per letter (in possession with UNI), it is clearly mentioned that the district unit/ Centre/club should confirm that it has a minimum 30 regular Fencing Trainees and the coach should give coaching for at least 20 hours per week. “The guidelines clearly shows that the sanction of grant for equipment does not meet the norms on which FAI nominated Kathua district,” they added. However, the decision has triggered controversy and landed the J&K Amateur Fencing Association into troubled waters, who according to sources have “recommended” the name of Kathua District seeking equipment grant from SAI. Generel Secretary, Fencing Association of India (FAI) Bashir Ahmed Khan when contacted here told UNI over telephone, “We have not made any recommendation by choice but whatever names were received from Secretary of J&K Amateur Fencing Association, the same have been forwarded.” He however, said that the FAI had invited names of districts from different states and recommended the same as given by the respective associations of States and UTs. Moreover the J&K Amateur Fencing Association, General secretary, Vijay Sharma was not available for his comments. Meanwhile as per letter of FAI it was mentioned that Sports Authority of India, New Delhi has indicated approval in release of Rs 5 Lakhs for 50 selected Districts as per list on the conditions including that the district / unit would have to arrange suitable sports field/facilities for imparting coaching to trainees. Such Sports field / facilities owned by the proponent or arranged by arrangement with the State / Central Government or its entities, local bodies, clubs, educational institutions etc. The District centre/unit should engage the services of past Champion Fencer if available and if not, a coach of similar or near equivalent calibre and capacity needs to be engaged. Grant is of Rs 5 lakhs per IPC as Fencing is identified as one of the 14 identified sports of Excellence in Olympics. Support will be provided towards remuneration to Coach/past champion athelete, support staff, purchase of sports equipment, sports kit. consumables, competition/event participation etc Maximum remuneration permitted per past champion athlete would be Rs 3 lakhs per year. The District/Unit has the choice to claim under some or all or any of the items as above to the extent of eligibility preferably for Equipment.
