Website for domicile certificate issuance in JK crashes | Job aspirants high & dry, Govt says fixing in progress | | Early Times Report
Jammu, July 28: At a time when claims for the prompt issuance of domicile certificates are being made by the government, the official website meant for applying for the document is ironically down and out. The website namely https://jk.gov.in along with its section https://jk.gov.in/jkeservices/ is down from the server and becomes inaccessible for the applicants. The main web page reads : “Service Unavailable The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later.” Scores of job aspirants who have about to submit their job pleas at government’s recruitment agencies are finding themselves in dire straits due to the sudden closure of the website. Last date of my job application is nearing. I have a permanent resident certificate but we have been told that the document now is invalid and that domicile certificate is needed. As one wants to register through the website https://jk.gov.in, there is nothing visible there except that the service at present is unavailable. We really wonder where to go,” says a job aspirant. His predicament is shared by a large number of youth who need a domicile certificate for applying for an advertised government job. Meanwhile, there is no word from the government over when it intends to restore the site in question. A source in the IT department told Early Times that the website has crashed due to overloading and less bandwidth. He added that the large number of applicants applying for the domicile certificate has put an extra load on the website due to which has crashed and is under repair. Prior to this, the website of the department, http://billsahuliyat.jkpdd.net/ and its Android app both were rendered in-operational while as the data centre of Jammu and Kashmir Power Department was rendered in-operational, for the 12 days, due to a cyber attack by hackers. All the official work of JK power the department, including the billing process was on a suspension mode as for the past 12 days, the server of the department was down. After plethora of efforts, the website was restored along with the lost data. In the era of Information Technology, the much-hyped e-governance in Jammu and Kashmir is proving to be a big failure. While the issue of data collection for proactive disclosure of information under the Right to Information Act-2009 is still a distant dream, the estates department website is completely defunct or carries wrong and outdated information. Furthermore, there has been very little compliance with Section 4 of the legislation which makes it obligatory for a public authority [department falling under RTI Act] to “maintain all its records and indexed in a manner and form which facilitates the right to information.” It also calls for ensuring that “all records that are appropriate to be computerised are, within a reasonable time and subject to availability of resources, computerised and connected through a network all over the state on different systems so that access to such records is facilitated.” |
