Jammu, July 30: Principal of Government Medical College Jammu has ostensibly adjusted his blue eyed officials on prime posts in violation of the transfer policy.
According to the details available with Early Times the GMC Principal has prematurely transferred many low rung officials and has not shown any regard towards their seniority.
The premature transfer of officials, according to the documents in possession of this newspaper, has violated the transfer/posting policy of the government employees with reference to the order of General Administration Department dated 28.07.2010. “It clearly indicates that the Principal has resorted to favoritism,” said a source.
The documents reveal that the Principal Govt Medical College, Jammu vide order no 354-AHJ of 2020 dated 23.07.2020 made many premature transfer of the senior scale stenographer and senior and junior assistants.
Veena Kumari, senior scale stenographer, who figures in the seniority list at number 1 was prematurely transferred from personal section of PMC Jammu to Chest Diseases Hospital Jammu, despite she being the senior most. According to the protocol she could have been posted in the personal section of the Principal, GMC Jammu along with senior scale private secretary of the Principal.
Bhart Bhushan, senior Scale stenographer, who was posted in the office of Medical Superintendent GMCH Jammu just 4-months before was prematurely transferred to personal section of the Principal GMC, Jammu.
Shakeel Ahmed, senior assistant has been brought in Administrative (purchase) section as a result of premature transfer from AMT school, Mahesh Lalotra, junior assistant has been transferred prematurely from SSH to account section GMC, Jammu. Anil Kumar, has been transferred prematurely transferred from student section to administrator, AHJ Jammu office.
Similarly, vide another recent PMC office order No.338 AHJ of 2020 dated 6/07/2020, Ashwani Kumar junior assistant has been prematurely transferred from Chest Disease Hospital Jammu to a prime post in the account office, GMC, Jammu, who was posted previously in the CD Hospital.
Similarly, Ashok Kumar, section officer has been transferred prematurely from Chest Disease Hospital, Jammu to GMC, Jammu, which is also in violation to High Court directions where in chair of the Principal has been directed that on account of his promotion as section officer should be posted at CD Hospital.
On the contrary some of the very hard working officials against their merit, seniority and suitability have been transferred to sideline dummy post in associated hospitals by the incumbent principal ignoring their potential and competence.
Further, if the sources are to be believed no administrative heads of various sections like administrator, chief account officer, administrative officer and MS of GMC and AH were taken into confidence in writing while issuing these transfer orders as only few advisors of PMC are running the show. They are taking decisions about the postings in GMC & AH.
Its in place to mention here that the transfer policy is still enforced in the Union Territory of J&K vide above mentioned government order, it is imperative for all the government departments to maintain a complete database on transfers/postings of their employees for effective implementation of the transfer policy. The minimum tenure of a government employee on a post is two years and maximum is three years.
Premature transfers wherever unavoidable in the interest of administration shall be ordered with the prior approval and recorded reasons by the competent authority. A government employee holding any post may be transferred before the completion of tenure only if, the performance of the employee is found to be below job requirement, if there are grounds for initiating enquiry or disciplinary proceedings against him/her or it is not in public interest or in the interest of administration to allow the employee to continue on a post for a full tenure; or the transfer is sought on health grounds supported by medical certificates issued by the duly constituted Medical Boards. “The Principal GMC, Jammu seems desperate to adjust his blue eyed officials at plum positions. Had these premature transfers been made in health staff working for patient care it could have been justified but when whole world is dealing with COVID pandemic, Principal GMC Jammu prefers and seem busy to adjust his blue eyed officials working in non-patient care area on prime post of GMC Jammu against defined rules, said one of the aggrieved senior assistant of GMC Jammu.”
Despite repeated attempts Principal GMC Jammu could not be contacted as he didn’t picked up the phone.
