PHE Deptt shows slackness in finalization of seniority lists of various cadres

JAMMU, Aug 9: Jal Shakti (PHE) Department has allegedly been showing slackness in preparation and finalization of seniority lists of its various cadres since long due to which promotions are being made on the basis of tentative lists, which ultimately led to many discrepancies.
Sources told Early Times that according to J&K State Civil Services Decentralization Act, 2010 each department is required to categorize its posts into District, Divisional and State cadre and accordingly prepare seniority lists.
They further said that General Administration Department (GAD) had directed all the departments to revise/ update the seniority lists of the services under their control during the month of January of every calendar year and also ensure regularization of the departmental officers/ officials through the designated DPCs before notifying seniority in the services where method of recruitment is both direct and by promotion. The seniority lists were to indicate the correct names of the officers/ officials, their date of birth, date of substantive appointment and category.
“Astonishingly no updated and finalized seniority lists of Chief Engineers, Superintending Engineers, and Assistant Engineers cadres had been prepared. Although the seniority lists of Executive Engineers and Assistant Engineers issued in 2013 had not been updated,” they said. ‘
They further said that in the absence of finalization of seniority lists, promotions continued to be made on the basis of tentative seniority lists. There are still many divisions, which have not maintained any seniority list and some divisions have issued tentative seniority list but not finalized the same.
