Gujjars Feels deprived by J&K administration
Administration denies reservation in promotion besides deliberately creating the situation for lapse of tribal funds.

The Gujjars if not the second but definitely the third largest population in union territory of J&K. The approximately population of Gujjar and bakerwal is about, 30 lakhs and a large no.of them are landless and move downs to the plains of Jammu during the winter and move upwards to higher reaches during summers along with their cattle.
The Gujjars also lives all along the border of the state on the frontline with Pakistan and are rightly called as sentinels of the country’s security and ironically it is the community which is the most neglected. 30 % of population of the state has been taken a ride by the successive governments . The authorities are depriving the Gujjars and bakerwal, of what is due to them substantially if not fully.
The Gujjars always remain patriotic and pro -India. During the turmoil in Jammu and Kashmir they worked for the country, history shown they raise the Tri colour in their hands during peace and war. In 1947, the zooni Gujjar lady organised a women force in her village to fight against the invaders, Mohammed Din Gujjar of Baramulla and Mali bi of poonch (gujjar lady) awarded Padam shri by Govt of India for their services during war against Pakistan in 1965 and 1971. In Kargil war gujjars has gave first inform regarding the incursion of the Pakistani army in Indian territory . The Gujjars of Hill kaka of district Poonch formed voluntarily village defence committee to wipe out the militants from Hill kaka, where even the forces feels difficult to handle the situation, army acknowledged the role of Gujjars in Hill kaka operation. Gujjar worked for their country in border area as an unpaid force. They feel a ray of hope when Hon’ble prime minister of India, Sh. Narinder Modi, on Republic Day given reference of Gujjar and Bakerwals of J&K in his address . The Hon’ble Home minister Shri Amit Shah has also stressed many times for giving representation to Gujjar and bakerwal in the affairs of union territory and directed to initiate several steps to improve their condition to bring them at par with other community but unfortunately there is nothing visible on ground, even what has been granted to them by constitution is not being implemented on ground. Such as:
a). There is no reservation in promotion given to employees of S.C/S.T and other backwards classes, for the last five years, even after the supreme court of India’s judgement and revocation of article 370 nothing has been changed (b) The centrals grants under tribal sub plan has been released by the J&K . Government during the month of March due to which maximum of grants lapsed. During last three years as alleged only about 30% of tribal grants utilised by the different department and 70% grants lapsed by the various department on one pretext or the other even the scholarship to the deserving student is not paid upto this time (c) There is no Advisor to Honourable lieutenant governor of Jammu and Kashmir from the Gujjars community, where as representation has been given to Kashmiri Muslim ,Jammu Muslim and Dogras of Jammu but no one is willing to give representation to third largest population of Union territory i. e Gujjar community , (d) No administrative secretary from Gujjars & bakerwal community in the government, where as some junior officer holding the post of administrative secretary, some are given additional charges of two to three departments of the administrative secretary( e), In socially and educational backwards commission representation has also not been given to Gujjars and same is the fate of Gujjars community in any other commission. ( f) In Jammu province no Deputy commissioner or District police officer or Head of the department from this community, even in service selection board no member from tribal. (g) In 10 university of J&K UT no one from Gujjars community has given a chance to function as vice - chancellor or Registrar of university or Deen Of academics or chairman board of School education, further In J and K bank the representation is below 1% in appointment. After post 5th August situation Gujjar community was the first who well come the abrogation of article 370 and article 35 A and even in reaction two nomads gun down by militants in Shopian. The BJP chief of J&K promises to provide thousands of Pacca Ghars to Gujjars for rehabilitation but J&K administration started the selective demolition of Gujjars and not even a single room provided to any Gujjar up till now. One can say the nomadic and semi nomadic Gujjars and bakerwals are in deep troubles. It appears that the Gujjars are already oppressed and suppressed and are likely to suffer more at the hands of local administration . While concluding I can write with full authority not a single benefit as promised at the time of abrogation of article 370 has reached to this neglected lot of Gujjar community. If the situation will continue as it is and the biased approach at the levels of local administration and also at central level continue the community will compelled to think on other lines to get their constitutional rights.
I appeals to Honourable prime minister of India, Honourable Home minister of India and Honourable MOS Dr. Jatinder Singh and Honourable lieutenant governor of Jammu and Kashmir Sh. Manoj Sinha to Kindly intervene in the matter in the interest of justice .
