SRINAGAR, Sept 11: In a bid to dispose of public grievances at a fast speed, Lieutenant Governor Manoj Sinha today announced that Deputy Commissioners and Superintendents of Police of the different districts would be available for public hearing in five days a week for one hour from 10:30 AM to 11:30 AM.
Sinha said this during a press conference here in the afternoon today. He said that the decision has been taken to ensure that district level officers are available to the public for the speedy disposal of grievances. “Similar type of arrangement of public hearing would be made for Divisional Commissioners of Jammu & Srinagar and Inspectors General of Police of the two divisions.”
Responding to a question the Lieutenant Governor said that the administration is fully aware about the problems being faced by people in the absence of high speed 4G internet. He acknowledged the fact the grievance redressal system gets affected due to low speed internet adding that the government is keen to solve the problems of people.
During the press conference, Sinha launched the Jammu & Kashmir Integrated Grievance Redress and Monitoring System (JK-IGRAMS). The revamped system shall decentralize the handling and redressal of Public grievances by making District Collectors/Deputy Commissioners as the primary level of receiving, disposing and monitoring grievances. He said the system would be started from Srinagar, Jammu and Reasi districts and extended to other districts in future.
“As such, the existing portal has now been integrated downwards to the district level by mapping another nearly 1500 public offices in 20 districts of the Union Territory. From existing 250 to proposed 1500 offices, which is the widest possible coverage that has been conceived and enabled in the online management of public grievances in J&K making it the first online grievance management system/portal in the country,” said the Lieutenant Governor.
Sinha said the system is linked with central government (at the top) and districts and even further downwards to the tehsils and blocks (at the bottom).Besides, the administrative secretaries of various departments figuring in the middle of the flow-chain are also linked to the mechanism, he said.
The Lieutenant Governor said that government is committed to undertake all radical reforms to put in place people-centric good governance structure that has an institutionalized grievance redressal mechanism, which he observed as the most important component of a well governed responsive administration and an indicator of efficiency and effectiveness of administrative processes.
Secretary, Public Grievances, Simrandeep Singh said that the new system will involve setting up of dedicated grievance handling teams in each of the 20 districts of J&K to handle seamless flow of grievances up and down the chain. He said that district call centers, to be operated by CSC-SPV centrally from two divisional head-quarters of Jammu/ Kashmir, will also be set up in order to provide an additional medium for citizens to register their grievance on the ortal. He said the prime focus would be on quality of the reply.
On this occasion Sinha announced the Jammu and Kashmir Health Scheme in order to provide universal health Insurance coverage to all the residents of the union territory. He observed that people’s welfare is the core agenda of the government and it will be ensure that all workable reforms and benefits percolate to each and every resident hassle free.
“The J&K Health Scheme will provide health insurance cover free of cost to all the uncovered residents of J&K presently not covered under AB-PMJAY. The scheme will provide universal health insurance coverage to all the residents of Jammu & Kashmir. This will be implemented in convergence with Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY),” he said.
The Lieutenant Governor also sought suggestions from the people with respect to the participating in a contest to suggest a suitable name for the scheme. “We seek suggestions from the general public in order to name this scheme for which a small committee would be formed soon which will select the best name among those suggestions,” he said.
Financial Commissioner Health and Medical Education, Atal Dulloo informed the media persons that the scheme would also include even employees and retirees from government services. It will have the same benefits as available under AB-PMJAY with an annual health insurance cover of five lakh rupees per family on floater basis, he said.
He stated that the scheme will cover about 15 lakh families over and above the 5.97 lakh families already covered under AB-PMJAY. Besides, 1,592 medical packages have already been approved under AB-PMJAY to which all the beneficiaries of J&K health scheme will have access. He said life consuming diseases such as cancer and kidney failure and treatment of Covid-19 are also covered under the scheme.
He further explained that all high-end treatments of Oncology, Cardiology and Nephrology will be covered from day one while the high-end diagnostic treatments during hospitalization will also be covered. According to the scheme there shall be no restriction on the family size or age and all the pre-existing medical conditions shall be covered under the scheme. The scheme shall cover 3 days of pre-hospitalization, hospitalization and 15 days of post hospitalization including diagnostic care and expenditure on medicines.
Dulloo also pointed out that at present there are about 23,300 empanelled hospitals across India where this facility can be availed and these include 218 public and private hospitals already empanelled in J&K. He said the Administrative Council has also decided that the health department will be launching a beneficiary registration drive to distribute Golden Cards (e-cards) amongst the beneficiaries soon.
B V R Subrahmanyam, Chief Secretary; Rohit Kansal, Principal Secretary PDD & Information Departments and Nitishwar Kumar Principal Secretary to Lieutenant Governor were also present during the press conference.
