EARLY TIMES REPORT

JAMMU, Oct 7: The people of Kahara and Tanta areas of Doda District strongly resisted the poor execution of black top on 9 KM Kahara Tanta road in Doda District which is being constructed by the private contractor under PMGSY scheme.
As per the details available with “Early Times”, the people after noticing the use of dust and crusher sand for preparing the surface of the road instead of using high grade metal and shingle before the start of black topping, the people raise objection and lodged strong protest in front of the concern AEE and JE of PMGSY department forcing the senior officials to rush to the spot for on spot verification.
The locals told the “Early Times”, that PMGSY Department has executed sub-standard work on Kahara-Tanta road added that they use sub-standard material in construction of road which is simply a wastage of money by the government as same goes into the kitty of Contractor-Official nexuses.
The angry people told that the primary contractor who was allotted the contract by the PMGSY Department further sublet the road construction work in which they use dust and crusher sand in violation of the rules and regulations as same is not durable for road construction.
They said that they repeatedly requested the concern officials to stop poor execution of road construction, but no one listen to them added that same modus operandi is being used for black topping the road by the contractor- that too in presence of the officials of the PMGSY department who turn blind eye towards the repeated pleas made by them.
They said that after seeing the use of the dust and stone crusher sand for maintaining the road surface and subsequent laying of black top on the road, they raise their voices and get the work stopped.
They said that following public outrage, Superintending Engineer PMGSY rushed to the spot and found the concern of the public as genuine added that the officer issued the directions to his subordinate and the contractor to use good quality material for preparing the road surface before carpeting the road with the black top.
“It is shameful that once the SE PMGSY left the spot- the contractor in presence of the PMGSY staff continue the black topping work without following the instructions issued by the senior officer who rush to the spot” said the locals added that they are hoping that LG Administration will take note of the poor execution of the work on Kahara-Tanta road and will ensure that high quality material will be used in road construction as well as black topping of the road.
They also urged upon the concerned officials to stop the payments of the contractors and also demanded action against the officials who turned a blind eye towards the poor execution of work on Kahara-Tanta road.
Despite repeated attempts, SE PMGSY could not be reached out for a comment..
